For The Sake Of Development, DPRD Please Free Citizens Disposal Of Proposal At The Bogor Musrenbang Forum

Head of the Bogor Regency DPRD, Rudy Susmanto, asked the public not to be limited in providing program proposals in deliberation of development plans (musrenbang) which are currently starting at the sub-district level.

Rudy explained that the Bogor Regency Musrenbang is a forum to absorb people's aspirations for the development needed.

He hopes that the determination of the development priority scale of all incoming proposals must really prioritize aspects of effectiveness for economic recovery and human resource development.

"I hope that the discussion at the sub-district level also refers to the outline of regional development plans. So it is synergized, our development is effective and has an impact on improving the quality of public services, creating new jobs, reducing unemployment, preventing the spread of resources, and increasing economic efficiency," he said in Cibinong, Bogor, Monday, January 30, confiscated by Antara.

Rudy gave an important note so that musrembang becomes a forum to formulate development with a bottom-up approach. Therefore, village and sub-district governments should not be limited in proposing programs that are really needed and needed by the community to be inputted in the Regional Government Information System (SIPD).

"Proposing all programs at the end, we just have to see the ability to provide the budget and we will re-assemble which programs are prioritized. So don't let it be at the end of the year when we set the 2024 APBD, there are many excellent programs that are not in SIPD because the proposal allocation is limited, so we DPRD cannot budget," he said.

He also hopes that the distribution of the development budget will pay attention to aspects of welfare, a sense of justice, and the principle of propriety.

Thus, continued Rudy, the APBD can really function as a tool to maintain and maintain regional economic fundamentals so that they remain balanced.

"And we hope that the APBD can accelerate the development we aspire to. Infrastructure is well built and attracts investors to invest in absorbing labor. Education is financing with ideals, as well as health matters," he said.

Rudy added that currently the achievements of the human resource development program in Bogor Regency are still not encouraging. Data from the Central Statistics Agency (BPS), the Human Development Index (HDI) of Bogor Regency, has only reached 71.2 percent, still below the National HDI of 72.9 percent.

"The population mortality rate of Bogor Regency based on BPS data reached 12.37 percent and Bali which received complete immunization was only 32.20 percent," said Rudy.

This Gerindra Party politician also highlighted the average length of school (RLS) in Bogor Regency, which is currently still 8.4 years old, or equivalent to grade 2 of junior high school, which is still below the National RLS 8.54 years old. School participation rates at the high school level, he said, were also still very low, only 54.17 percent.

These data, continued Rudy, must receive serious attention, and become a motivation for us to catch up. "So I hope we are really serious in formulating our development program, streamlining the APBD to finance programs that are right on target and have an impact on the welfare of the community and progress of our beloved Bogor Regency," he said.
