DKI Must Give Persons With Disabilities The Opportunity To Become Civil Servants

JAKARTA - The DKI Jakarta Provincial Government is obliged to absorb two percent of people with disabilities from the number of Civil Servants (PNS) as mandated by Law Number 8 of 2016 concerning Persons with Disabilities.

"The regional regulation has regulated how much quota has been received. The DKI Provincial Government is two percent of the total quota of civil servants," said Head of the DKI Social Service, Premi Lasari, on the sidelines of the implementation of the disability work exchange at Lapangan Banteng, Jakarta, Saturday.

The DKI Provincial Government (Pemprov) and the DKI DPRD have ratified a Regional Regulation on the Implementation of Honor, Protection and Fulfillment of the Rights of Persons with Disabilities on Monday, October 17, 2022.

Premi added, based on data collection with sub-district heads, village heads and organizations with disabilities, in DKI Jakarta there are a total of 44,456 people with disabilities.

Even so, he estimates that the number will certainly increase and data collection will continue to be carried out. The Social Service also has six social institutions for disabilities, including physical, sensory and mental disabilities.

Head of the DKI Jakarta Manpower, Transmigration and Energy Agency, Andri Yansah, explained that private companies are required to employ one percent of the total number of workers.

"If you say an average of one percent, we really have to employ around 400-500 people with disabilities. It seems that it has met the quota," said Andri.

Meanwhile, the government, local governments, BUMN and BUMD are required to employ at least two percent of the total number of employees or workers according to Article 53 of Law Number 8 of 2016 concerning Persons with Disabilities.

According to him, based on a survey, the average person with disabilities works in the administrative sector and graphic design.

Based on data from the DKI Jakarta Central Statistics Agency (BPS) in 2021, the number of Civil Servants (PNS) of the DKI Jakarta Provincial Government reached 58,639 people. This number decreased from the previous year which reached 59,653 people.

If it is calculated from the number of DKI 2021 civil servants, the number of persons with disabilities that must be employed by the local government is estimated to reach 1,172 people.

The DKI Provincial Government and the DKI DPRD have determined the Regional Regulation on the Implementation of Honor, Protection and Fulfillment of the Rights of Persons with Disabilities consisting of eight defecations and 134 Articles.

The regional regulation regulates, among other things, the fulfillment of the rights of persons with disabilities in 18 fields. Namely planning and evaluation, justice and legal protection, education, employment and entrepreneurship, health, sports, culture, tourism and the creative economy.

Then, social welfare, infrastructure, public services, transportation, protection from disasters, rehabilitation and rehabilitation.

Furthermore, concessions, data collection, communication and information, protection of women and children as well as protection from acts of discrimination, neglect, torture and exploitation.
