Komnas HAM Denies Presidential Decree 17/2022 Analytics Of Investigation Authority
JAKARTA - Presidential Decree (Keppres) Number 17 of 2022 is considered to annull the authority to investigate the National Human Rights Commission (Komnas HAM). According to the Deputy Chairman of Komnas HAM Amiruddin, the assessment regarding Presidential Decree 17/2022 is not true.
"The authority of Komnas HAM as an investigator in the context of law enforcement as referred to in gross human rights violations has not been reduced by this Presidential Decree," Amir said in a written statement, quoted from Antara, Thursday, October 20.
He considered that Presidential Decree 17/2022 was a form of the country's long journey to show responsibility and the government's commitment to resolving gross human rights violations.
"Until today, formally there has been no statement from the government that this incident occurred, and who is responsible," said Amir.
One of the real efforts and support from Komnas HAM in fulfilling the rights of victims of gross human rights violations is to issue a Certificate of Victims of Human Rights Violations (SKKPHAM).
Presidential Decree 17/2022 was appointed by President Joko Widodo on August 26, 2022. It is referred to as a form of the government's commitment to resolving gross human rights violations, one of which is through a non-judicial mechanism.
Based on the mandate of Presidential Decree 17/2022, the government formed a Team for Non-judicial Settlement of Serious Human Rights Violations in the Past (PPHAM).
The PPHAM team consists of the Steering Team chaired by Mahfud MD as Coordinating Minister for Political, Legal and Security Affairs. Meanwhile, the Implementing Team was led by the former Indonesian Ambassador to the United Nations, Makarim Wibisono.
