Anies Asks His Administrators To Continue The Development Of Infiltration Wells In Jakarta
JAKARTA - DKI Jakarta Governor Anies Baswedan asked the Governor of DKI to then continue the infiltration well construction program. This is stated in Governor Regulation Number 25 of 2022 concerning the DKI Jakarta Regional Development Plan (RPD) for 2023-2026.
Because, according to Anies, the handling of Jakarta floods is no longer just creating or straightening the flow of rivers with concrete or sheetpile construction.
"Water flowing from the south of Jakarta to the north of Jakarta can be detained longer, through the construction of reservoirs and increasing infiltration wells in the southern area of Jakarta," Anies wrote in the governor's regulation, quoted on Friday, September 23.
Anies explained that the distribution of very low performance in DKI Jakarta spreads in the middle and along the river flow. This is influenced by differences in the typology of the landscape in the form of sloping fluvial plains, very sloping fluvial plains, and flood plains which are prone to overflowing river water.
Meanwhile, in the southern region of Jakarta, the fluviovulcanic plains are scattered in the southern part which naturally has better infiltration potential than the typology of other plains. Thus, the construction of infiltration wells can be intensified in this area.
"The format of fluviovulcanic can be optimized for its use as an infiltration to reduce the flow of water from upstream to downstream," Anies explained.
However, due to developments in the form of large-scale construction activities in the capital area and the conversion of land functions into residential areas, it has reduced the area of infiltration areas.
In addition, it is also coupled with conditions where most of the land in Jakarta has become property rights for individuals, making it more difficult to organize cities in building flood control infrastructure, city drainage, and the construction of infiltration wells.
"This needs to be a concern for all stakeholders related to the overall management of the water resource management scheme," he said.
As is known, infiltration wells are one of Anies' mainstay programs during his tenure. However, over time, the DKI Jakarta DPRD realized that infiltration wells were not effective in helping to solve the flood problem in Jakarta.
Thus, the DPRD abolished the application for the infiltration well budget and the realization of its construction until Anies finished serving not optimally.
