JAKARTA - The Ministry of Communication and Information (Kemenkominfo) submitted a total budget for the 2023 working year of IDR 19.7 trillion to Commission I of the DPR in a joint working meeting to discuss the Ministry of Communications and Informatics' Budget Work Plan (RKA) for next year.
The total detailed budget disclosed in the meeting was IDR 19,703,190,437,000 with the source of funds coming from pure rupiah to grants from abroad.
"The total budget ceiling consists of IDR 5.84 trillion pure rupiah, IDR 804 billion pure companion rupiah, then from the Non-Tax State Revenue (PNBP) portion of IDR 9.04 trillion and Public Service Agency (BLU) revenues of IDR 3.58 trillion, as well as loans and/or foreign grants in the amount of IDR 778 billion," Johnny said at a hearing for Commission I of the DPR, Senayan, Jakarta, as reported by ANTARA, Wednesday, September 7.
The funds will later be channeled to the programs of the Ministry of Communications and Informatics as well as quasi-public institutions such as the Indonesian Broadcasting Commission, the Public Information Commission, and the Press Council.
The largest amount of the budget was used for the provision of technology, information, and communication infrastructure with an amount of IDR 13.9 trillion.
Regarding infrastructure, the Ministry of Communication and Informatics plans to add more Base Transceiver Station (BTS) developments in the 3T area, continue the construction of satellites to show more optimal telecommunications services, and prepare digital infrastructure development in the National Capital of the Archipelago.
Then followed by a program to utilize technology, information, and communication services amounting to IDR 2.5 trillion. The third position is filled by the management support program that is allocated a budget of IDR 1.7 trillion.
Furthermore, there is a frequency spectrum management program, standard equipment, and public services which are budgeted to receive funds of IDR 1.1 trillion. Followed by a public communication program with a budget of IDR 293 billion and funds for three quasi-public institutions of IDR 144.2 billion.
Johnny said that although he had prepared a budget allocation, the Ministry of Communication and Informatics was actually still short on budget, considering that at the initial submission to the Ministry of Finance, the Ministry of Communication and Information actually proposed a total of IDR 40.5 trillion.
The lack of funds in question amounted to IDR 20,848,263,303,000 which is planned to meet the shortfall to follow up on infrastructure development such as the SATRIA-2 satellite to the national digital literacy program.
"Therefore, strategies and innovations are needed to meet the necessary resources to meet the financing needs needed for the implementation of the programs that we have designed or planned," said Johnny.
After the submission is received by Commission I of the DPR, later the report will be discussed further at the DPR's Budget Board meeting.
