Affirming That There Has Never Been A Report On The Sale And Purchase Of DKI Provincial Government ASN Positions, Anies' Subordinates Ask For Proof

JAKARTA - Head of the DKI Jakarta Regional Personnel Agency (BKD) Maria Qibtya responded to the issue regarding the sale and purchase of ASN positions in the DKI Jakarta Provincial Government. Maria claims that until now there has never been a report from her staff regarding the news.

"No one has ever reported being harmed, no one has ever reported being asked for money in the context of this (appointment). Nothing. If there is, we will definitely follow up," Maria said when contacted, Thursday, August 25.

The issue regarding the sale and purchase of the positions of lurah to sub-district head was raised by the chairman of the PDIP faction of the DKI Jakarta DPRD, Gembong Warsono, in a working meeting of Commission A of the DKI DPRD. Feeling that she had never received a report regarding the news, Maria asked Gembong to prove that there was indeed a position that was traded.

"People don't have reports, so I don't know and I actually need proof. So, if there is news like that, just prove it, if it's proven and (the sale and purchase of positions) the person is there," said Maria.

Maria emphasized that the mechanism for placing positions in the DKI Provincial Government's staffing structure was in accordance with existing regulations.

Initially, every head of the regional work unit (SKPD) submitted a proposal for an increase in employee positions to the DKI Jakarta Position and Rank Advisory Board (Baperjab).

Employees who are proposed to be promoted to this position must also undergo a competency test. The results of this competency test will later be used as the basis for consideration of approval for promotion.

"We discussed those who were proposed, we proposed that their competence be tested. The results will later be used as material in Baperjab. So, we will go through all the mechanisms," explained Maria.

The news about the sale and purchase of positions was conveyed by the Chairman of the PDIP faction of the DKI Jakarta DPRD, Gembong Warsono. He admitted that he had heard various information related to the presumptuous practices that occurred during the leadership of DKI Jakarta Governor Anies Baswedan.

"At the end of the governor's term, I heard many problems with our ASN in the sale and purchase of placements. How many individuals have I found," Gembong told reporters, Wednesday, August 24.

Gembong said the practice of buying and selling occurred in various positions from the village head, the section head of the regional work unit (SKPD), to the sub-district head.

He gave an example for the position of sub-section head to become section head in the same echelon at a price of Rp. 60 million. Then, the lurah position costs up to Rp. 100 million while the sub-district position is pegged at Rp. 200 million to Rp. 250 million.

This member of Commission A of the DKI DPRD said this practice had actually become an open secret. However, he accused this practice of buying and selling positions when Anies became governor of DKI.

"Nowadays there are more and more because now there are more who interfere. This means, Anies has so many teams. So, it is these hands that sometimes interfere with the SKPD," said Gembong.
