After The Tribune Barrier At JIS Stadium Collapsed, DPRD Plans To Form A Special Committee

JAKARTA - Commission B of the DKI Jakarta DPRD opened a discourse to form a special committee (pansus) to investigate the cause of the collapse of the Jakarta International Stadium (JIS) tribune barrier in terms of the quality of building construction.

As stipulated in PP Number 12 of 2018, the special committee was formed in a plenary meeting at the suggestion of DPRD members. The members of the Special Committee are made up of at most 25 people, consisting of members of the relevant commissions proposed by each faction.

The proposal for the special JIS development committee emerged during a working meeting of the DKI Jakarta DPRD Commission B which summoned the ranks of the BUMD PT Jakpro and the DKI Regional-Owned Enterprise Development Agency (BP BUMD).

Member of Commission B of the DKI DPRD from the Gerindra faction, Ichwanul Muslimin, stated that the formation of a special committee was needed because there were doubts about the quality of the building from the incident when the barrier collapsed when the stadium was just inaugurated.

"If needed, form a special JIS special committee. So, don't play around. Let's just say it. This is a large (development) budget, but in just a few months, it will be damaged," said Ichwanul at the DKI Jakarta DPRD building, Tuesday, August 2.

After the meeting, the Head of Commission B of the DKI Jakarta DPRD, Ismail, admitted that his party would continue the discussion regarding the certainty of forming the JIS special committee. Commission B will finalize the plan for the initiation of the special committee, before it is proposed to the leadership of the DPRD.

"There are two things that we will do later to prepare for it. First, we will first make sure at the internal meeting of Commission B, whether this is indeed feasible for us to propose a special committee or is it sufficient in an internal evaluation meeting. Second, we will look at the rules related to the formation the special committee, yes whether this is feasible or not," said Ismail.

For information, the barrier to the stands of the Jakarta International Stadium (JIS) suddenly burst in the middle of the grand launching event with a concert agenda to a football match on Sunday, July 24.

Jakpro VP Corporate Secretary, Nadia Diposanjoyo explained, this incident occurred ahead of Persija's friendly match against Chonburi FC. At that time, the enthusiasm of the audience was increasing because the time for the match was getting closer.

Almost all of the Tier 1 stands are filled, even exceeding the available seating capacity. Based on CCTV camera monitoring, it was revealed that a number of spectators climbed the horizontal barrier to sit down and put up banners.

In fact, the strength of the structure and the designation of the boundaries of the stands was not designed as a place to stand, climb, occupy, or access the field or move the stands.

"Due to the activity of the spectators who are based on the horizontal barrier, as a result, there is an additional tensile load on the practical column anchors which are the support for the horizontal barrier to be lifted. This causes the horizontal barrier along with the spectator guardrail on the north side to collapse," said Nadia, some time ago.

In addition, the accumulation of spectators in one location that is not in accordance with their capacity results in the failure of the planned procedures, so that the behavior of the audience is not controlled and results in actions that are beyond the control of officers in the field.
