The Chairman Of The DPRD To Hold A Plenary Scheduling Meeting Of The Interpellation Of Formula E

JAKARTA - It is said that the chairman of the DKI Jakarta DPRD, Prasetyo Edi Marsudi, will again hold a meeting of the Deliberative Body (Bamus) with discussions to determine the scheduling of the plenary meeting for the submission of the Interpellation of Formula E.

This was stated by the chairman of the PDIP faction of the DKI Jakarta DPRD, Gembong Warsono. Gembong admitted, as the proponent of the interpellation, PDIP had asked for clarity on the continuation of the interpellation to the DPRD leadership.

"The interpellation stage is still waiting for a schedule from the Bamus by the leadership (DPRD). Last week it was discussed, the chairman of the board said, 'yes, we'll schedule it', that's it," said Gembong when contacted, Thursday, July 28.

Although in the plenary meeting the determination of the previous interpellation had stalled due to insufficient quorum, Gembong admitted that he was optimistic that the meeting that would be continued later could be carried out.

According to him, some faction members from the seven factions who initially rejected the interpellation would change their attitude to agree to hold the interpellation.

As a reminder, interpellation is the right of the DPRD to request information from the Governor regarding important, strategic, and broad-impact local government policies. In this case, the policies that will be investigated are the implementation of Formula E and budget transparency.

"I'm sure there are still a lot of friends who have seen how Formula E is going, how the advantages and disadvantages are. I'm sure my friends have an attitude," he said.

Gembong explained that if the interpellation could be held, the DPRD would evaluate the APBD allocation worth Rp560 billion which was disbursed for the payment of the commitment fee for Formula E which was held on Saturday, June 4.

"If Mr. Anies is smart, it must be as soon as possible so that he is not suspended, so that it is the best forum to assess the benefits of Formula E for residents of the capital city. Because it is from the APBD, so it must be explained transparently," explained Gembong.

The Unrealized Journey of the Interpellation Rights Proposal

Some time after PDIP and PSI submitted an interpellation proposal, the Chairman of the DKI Jakarta DPRD, Prasetyo Edi Marsudi, held a meeting of the Jakarta DPRD Deliberative Body (Bamus) on September 27, 2021, chaired by Prasetyo. Prasetyo, at the Bamus meeting, scheduled a plenary meeting for the Interpellation of Formula E to be held the next day.

On the same day, seven factions expressed their disapproval of Prasetyo's decision to set a plenary meeting schedule. The seven factions are the Gerindra Party, PKS, PAN, Golkar, Nasdem, Democrats, and PKB-PPP.

The next day, 28 September 2021, the interpellation plenary meeting was held. This meeting will determine whether the interpellation can be carried out by summoning the Governor of DKI Jakarta Anies Baswedan to explain the problem of implementing Formula E.

However, only 33 DPRD members from the PDIP faction attended. As a result, the voting on the interpellation decision had to be postponed. Not attending the plenary meeting, seven factions and four deputy chairmen of the DKI DPRD instead reported Prasetyo to the Honorary Board (BK) of the DKI DPRD.

It had dragged on for months, finally BK held an examination of Prasetyo on February 9. After examining Prasetyo, the BK held an internal meeting to decide whether Prasetyo had violated the code of ethics or not because he had held a plenary meeting for the Interpellation of Formula E.

Until finally, on March 14, 2022, the results of the examination came out. The BK DPRD DKI decided that Prasetyo as the reported party was declared not to have violated the code of ethics of the DPRD DKI Jakarta. On the other hand, the interpellation plenary meeting has not yet been rescheduled.
