Evaluated By Kang Emil, The Acting Regent Of Bogor Immediately Removes Fines For Residents Who Are Late In Handling Dukcapil Administration

BOGOR - The Bogor Regency Government, West Java, has immediately abolished fines for people who are late in taking care of population administration and civil registration (dukcapil).

"We are reviewing the rules again. For fines, they must be removed, we will revise the rules later," said Acting Bogor Regent Iwan Setiawan as quoted by Antara, Monday, May 16.

According to him, the Bogor Regency Government will focus on improving the bureaucratic reform of population administration at the Bogor Regency Population and Civil Registration Service (Disdukcapil), including the seven technical implementing units (UPT).

"Yes, it must be made simple. Don't be too bureaucratic. It's a pity for the community. In fact, we have prepared UPT in the region to make it easier for the community so that services are closer, not even more complicated," said Iwan.

Meanwhile, Head of Commission I of the Bogor Regency DPRD, Usep Supratman, stated that he was ready to revise regional regulations (perda) so that the Disdukcapil no longer levied fines from residents who were late in taking care of the administration.

"It could be that the regional regulation is revised or updated, we are just waiting for the proposal from the Disdukcapil because the regional regulation was not originally an initiative of the DPRD, but a proposal from the executive," he said.

The regional regulation that regulates population administration fines is the Bogor Regency Regional Regulation Number 2 of 2017 concerning Amendments to the Regional Regulation Number 9 of 2009 concerning the Implementation of Population Administration.

"The regulation has previously been evaluated by the Governor of West Java. If it is not in accordance with the law, it should be returned to the region so that it can be corrected. However, in reality it passed the evaluation," said Usep.

The collection of fines that are still being applied by the Disdukcapil of Bogor Regency, according to him, had made an objection to the Director General of Population and Civil Registration of the Ministry of Home Affairs (Dirjen Dukcapil Kemendagri) Zudan Arif Fakrulloh.

The problem is, he has long asked for the abolition of regulations regarding fines for residents who are late in taking care of the administration.
