Jakarta Citizens Struggle Coalition Gives SP 1 To Anies, Brings 'We Need Evidence Not Promises' Banner At DKI City Hall

JAKARTA - Community groups who are members of the Jakarta Citizens Struggle Coalition (KOPAJA) came to City Hall to send the first warning letter or SP 1 to DKI Jakarta Governor Anies Baswedan.

This warning letter contains demands for Anies to resolve 9 crucial problems in Jakarta in the last 6 months of Anies' term ending in October 2022.

One of these coalitions is represented by the Jakarta Legal Aid Institute (LBH). Where, in October 2021 they also submitted a red report card to Anies for his performance during his four years in office.

When they arrived at the DKI City Hall pavilion, right in front of Anies' office, several KOPAJA representatives intended to give a press statement to the media crew. This statement was accompanied by a display of posters, one of which featured a picture of Anies with the words "Anies, we need evidence, not promises".

Not long after, the internal security officers (pamdal) asked Kopaja to stop their activities after 15 minutes because they were considered to be conducting a demonstration oration, while there was no notification letter for the action to the DKI City Hall.

However, KOPAJA still completed the reading of SP 1 because there was no prohibition for residents to convey their needs at DKI City Hall because the building belongs to the government.

"The coalition of citizens is committed to evaluating the demands for solving these 9 problems over the next 6 months. We urge Mr. Anies Baswedan to fulfill this responsibility. Otherwise, we must convey that Mr. Anies must be dropped out of DKI Jakarta because he does not succeeded in leading DKI Jakarta," said the representative of KOPAJA from Jakarta Legal Aid Institute, Jenny Silvia, Friday, April 22.

In reading this SP 1, Kopaja outlined 9 crucial problems in Jakarta that Anies had to solve, including:

1. The poor air quality of Jakarta, which has exceeded the national ambient air quality standard (BMUAN) Kopaja urges Anies to take concrete and measurable steps to solve the problem of air pollution in Jakarta.

2. Difficult access to clean water in Jakarta due to water privatization Kolaiisi urges Anies to ensure cooperation in clean water management with private companies or water privatization will completely stop in 2023. Then, Anies was also asked to be transparent about the process of returning water management entirely to the BUMD.

3. The handling of the Jakarta floods has not been rooted in the causes of the floods. Kopaja urged Anies to make a community-based flood risk management plan. Because, so far, Jakarta does not have a flood management system that is oriented towards restoring the rights of the affected residents.

4. The DKI Provincial Government is not serious about expanding access to legal aid. Anies is required to prioritize the discussion and ratification of the Jakarta Legal Aid Ranperda so that it can be ratified in 2023, so that it can fill the gaps and weaknesses that exist in the national legal aid system through the support of the Regional Government.

5. Weak protection of coastal communities and small islands in Jakarta Bay Kopaja asked Anies to open wide public participation in the preparation of zoning plans, especially fishermen and coastal communities, protect fishing areas and traditional fishermen's dwellings in the zoning plan, make derivative regulations from Law 7/2016 on protection fishermen, evaluate corporate control over small islands, and cancel all reclamation projects regulated in the zoning plan.

6. Reclamation continues. Anies' campaign promise is to stop reclamation. However, Anies has authorized the construction of Islands C, D, and G, which are currently named Pantai Kita, Maju, and Bersama. Next, Anies also allowed reclamation in the Ancol area. Therefore, the coalition urges Anies to give strict sanctions to property companies proven to be involved in sea sand mining to fill reclamation areas and ask them to restore damaged areas.

7. Adequate housing is still a crucial problem. Anies' Rp0 DP house program is considered not to answer the problem of residents who need decent and strategic housing. Not to mention, there is coal dust pollution in Rusunawa Marunda at this time.

8. Forced evictions still haunt the residents of Kopaja, urging Anies to revoke DKI Jakarta Governor Regulation Number 207 of 2016 concerning Control of Land Use/Trade Control without Entitled Permits. This regulation is considered to legalize forced evictions.

9. The handling of COVID-19 and social impacts has not been maximized. The coalition asks Anies to develop accessible health infrastructure and develop affirmative regulations for vulnerable groups as well as to immediately evaluate the supervisory performance of related agencies so that there will be no more omission of violations of citizens' rights.
