Ask For THR 2022 Payment Reduction, Kadin: Certain Business Sectors Have Not Recovered, Give Room For Dialogue

JAKARTA - The COVID-19 pandemic has had an impact on the business world, where the turnover obtained is uncertain. Even the company's cash flow in this economic election phase does not yet have the normal capacity as before the pandemic. Therefore, entrepreneurs are asking for relief in the payment of the 2022 holiday allowance (THR).

Deputy Chairman of the Chamber of Commerce and Industry, Sarman Simanjorang, asked for a reduction in the payment of THR 2022 for entrepreneurs who do not have the ability. For example, for the entertainment sector, various services such as EO and its supporting businesses, restaurants, cafes, hotels, small and medium contractors, SMEs and others.

"It is possible for this sector to be able to pay THR but not in full, or even not at all. For entrepreneurs who do not have the ability to continue to be given space for dialogue and negotiations to make agreements according to existing regulations," he said in an official statement received by VOI, Sunday 10 April.

According to Sarman, the waiver requested is a matter of the deadline for the renewal of the THR. He said that if the cash flow or cash flow of business actors was adequate, their obligations would be completed immediately.

"Do not let entrepreneurs who really do not have the ability to pay THR be given sanctions. This is something that is unfair to entrepreneurs. Openness and transparency are the basis for resolving industrial relations related to THR issues," he said.

Furthermore, the Chairperson of the DKI Jakarta Provincial HIPPI DPD also said that certain business sectors were also closed for almost 2 years. Therefore, it is impossible for them to operate for 4 months and their financial condition has returned to normal, this is the government's concern.

"This is indeed the hope of all of us, but we must not dismiss businessmen whose cash flow is not yet possible to pay THR, they must also be given space," he said.

In addition, Sarman hopes that the religious THR post established by the Ministry of Manpower and the District/City Manpower Office as a center for consultation and law enforcement can also serve and bridge problems for entrepreneurs who can't afford it.

The Minister of Manpower obliges entrepreneurs to pay THR H-7 Eid

Previously reported, the Ministry of Manpower (Kemnaker) provided an explanation regarding the payment of Eid al-Fitr holiday allowances (THR) for 2022. It was stated that employers are required to pay THR to employees no later than D-7 Lebaran.

This is stated in the Circular Number M/1/HK.04/IV/2022 concerning the Implementation of the Granting of Religious THR in 2022 for Workers/Labourers in Companies. The regulation was signed by the Minister of Manpower Ida Fauziyah as of April 6, 2022.

Minister of Manpower Ida Fauziyah conveyed that the success of controlling the COVID-19 pandemic and high vaccination coverage showed a positive impact on the normalization of community activities. This condition should have increased the company's ability to fulfill workers' rights, including THR.

"Giving religious THR is an obligation that must be carried out by employers to workers or laborers, religious THR is non-wage income that must be paid by employers to workers or laborers no later than 7 days before religious holidays," he said in a virtual press conference, Friday, April 8th.

Along with the national economic recovery measures taken by the government, it has strengthened the continuity of work and business as well as the decline in the unemployment rate. Therefore, this year's THR payment must be paid in full or in full.
