Minister Of Home Affairs: The Archipelago IKN Government System Equivalent To Specific Provinces

JAKARTA - The Minister of Home Affairs (Mendagri) Muhammad Tito Karnavian explained that the system of government for the National Capital City (IKN) of the Archipelago is equivalent to a province with specificity.

The Minister of Home Affairs said that this is in accordance with the 1945 Constitution which states that the Unitary State of the Republic of Indonesia (NKRI) consists of provinces and districts/cities, but Article 18B of the 1945 Constitution recognizes the existence of special regional governments.

"Indonesia already has a number of regions that are specifically regulated," said the Minister of Home Affairs, quoted by Antara from a written statement, Wednesday, February 16.

The areas, he said, are the provinces of Aceh, DKI Jakarta, Papua, and the Special Region of Yogyakarta (DIY). A number of these areas have different specialties.

This, he said, was for example the specificity of the Aceh Province which had Wali Nanggroe, the Aceh People's Representative Council (DPRA), and so on. Then, specifically in DKI Jakarta, for example, there is no district/city DPRD and the mayor/regent is appointed by the governor.

While in DIY, the governor and deputy governor are elected without going through an election process. The position was occupied by Sri Sultan Hamengkubuwono and Paku Alam.

While the specialty in Papua, he said, has a Law on Special Autonomy, a Special Autonomy Fund, and the governor and deputy governor come from the indigenous Papuan people.

"Well, that's the specialty there, so here (IKN) is set specifically," said the Minister of Home Affairs.

The specificity of the Nusantara IKN referred to by the Minister of Home Affairs, for example, is that the head of the leadership is called the head of the regional authority at the ministerial level with the form of government at the provincial level.

The second specialty, he said, was that he was given broad authority to accelerate the development process in the area

The broad authority relates to concurrent government affairs which are delegated to the regions. As is known, government affairs are divided into 3, namely absolute affairs, general government, and concurrent government.

Concurrent affairs are affairs that are delegated to the regions, which consist of 32 affairs, 24 of which are mandatory and 8 are optional.

"We want this area of authority to be given the widest possible authority for delegated and concurrent government affairs so that it has the flexibility and flexibility to regulate this area so that it is not bound by ministries/agencies, not bound by the regulations of the surrounding area, roughly that," said the Minister of Home Affairs.

To achieve this, the Minister of Home Affairs continued, there is a mandate to make government regulations (PP) regarding governance procedures in IKN. The regulation is targeted to be completed within a month.
