PPP Bill Becomes DPR Initiative: All Factions Agree, PKS Rejects
JAKARTA - The Plenary Meeting ratified the Revised Law (RUU) Number 12 of 2011 concerning the Establishment of Legislation (PPP) as an initiative of the DPR. This ratification was approved by 8 factions and one faction refused, namely the PKS Faction. The PKS faction was the only faction that refused.
"The nine factions have submitted their respective factions' opinions both in writing and reading out. It's time for us to ask the Honorable Council session whether the proposed bill on the initiative of the Legislative Council regarding the second amendment to Law No. 12 of 2011 concerning laws and regulations can be approved as an initiative of the DPR RI. ?" said Deputy Speaker of the House of Representatives Sufmi Dasco Ahmad while chairing the plenary meeting at the DPR Building, Tuesday, February 8. This was followed by a call for approval. A member of the DPR from the PKS faction, Bukhori Yusuf, revealed the reason his party rejected the PPP Bill. He said that PKS needed time to discuss further the revision of the PPP Law.
"We from the PKS faction stated that we refused to declare that the decision was made today, because there is still a lack of discussion in the legislative body which has only held three meetings in the context of drafting the bill," he explained.
Bukhori assesses that there has been no improvement and notes from the PKS faction on the second draft amendment to the amendment to Law number 12 of 2011 concerning laws and regulations to be stipulated as an initiative bill of the DPR RI. According to him, the method used in the omnibus law must reform the process of forming better and quality legislation in order to resolve overlapping problems.
"Regarding the omnibus law method in the statutory regulations, the PKS faction emphasizes that whatever method is used to form laws must aim to reform the process of forming laws and regulations so that they are of better quality and side with the interests of the people and the state to resolve the problem of overlapping regulations. legislation both in terms of content and technical arrangement," said Bukhori. PKS, he said, also hopes that the revision of the PPP Law will make it easier for the public to access the law. "In addition, this improvement effort is also in order to produce a database of laws and regulations that are more easily accessible to the general public," he said. Namely, added Bukhori, based on themes or fields that are easy to understand and have a simple order so as not to give the impression that the laws and regulations are understood and can be accessed by certain people.
