RDKK Data Accuracy Is A Source Of Subsidized Fertilizer Problems, Andi Akmal: There Must Be Data Certainty
JAKARTA - The lack of accurate data related to the Definitive Plan for Farmers' Group Needs (RDKK) is one of the sources of the problem of subsidized fertilizers. This was stated by Member of Commission IV of the DPR RI, Andi Akmal Pasluddin.
"The inaccuracy or inaccuracy of this data is the source of all sources of problems," said Andi Akmal Pasluddin in his statement in Jakarta, Sunday, January 30.
To unravel this, Akmal suggested the implementation of strict audits in every line so that there were minimal deviations. The government, according to him, through officers who distribute subsidized fertilizers must be people with high integrity.
"There must be certainty about the validation of this data so that those who receive subsidized fertilizers are citizens or farmers who have the right. Do not let farmers who are not entitled to receive subsidized fertilizers, especially if subsidized fertilizers reach foreign borders so that they are vulnerable to being smuggled out of the country. Or What often happens is that subsidized fertilizers are used by large plantations even though they have no right," said Akmal.
Akmal supports PT Pupuk Indonesia's steps to take firm action against rogue distributors and kiosks. He suggested, to increase public supervision, PT Pupuk Indonesia if necessary to make an announcement of the names of distributors and rogue kiosks so that there is a deterrent effect.
Regarding the digitization of the official kiosk distributing subsidized fertilizers, Akmal said it still had to be developed and tested until it was evenly distributed throughout Indonesia.
"Currently, the digitalization of official kiosks for subsidized fertilizers is still lacking in socialization to farmers, especially in areas that lack internet network access," he said.
The politician from the PKS faction expressed his hope that in the future, the issue of subsidized fertilizer will be better handled so that there will be efficiency and effectiveness of state funds for fertilizer subsidies originating from the APBN.
PT Pupuk Indonesia (Persero) stated that it is ready to take firm action against authorized distributors and kiosks found to have committed violations or irregularities related to the distribution of subsidized fertilizers.
These violations include selling above the highest retail price (HET), selling to farmers outside the definitive electronic plan for group needs (e-RDKK), and selling in packages.
Fertilizer Indonesia's Senior Vice President (SVP) for Corporate Communications, Wijaya Laksana, in his written statement said that the company did not hesitate to impose sanctions up to the dismissal of individuals proven to be involved in the misuse of subsidized fertilizers.
"For distributors and kiosks, the sanctions range from administrative sanctions to revocation of operating licenses for those found guilty," said Wijaya.
According to Wijaya, based on the Minister of Trade Regulation (Permendag) No. 15 of 2013, Pupuk Indonesia is responsible for the procurement and distribution of subsidized fertilizers up to the kiosk level.
This distribution starts from the factory (line I) to warehouses at the provincial level (line II), then to warehouses at the district level (line III), then forwards to distributor warehouses at the sub-district level, until distributors distribute them to official kiosks at the district level. village (line IV).
"After that, the official kiosks distribute them to entitled farmers, namely those registered in the E-RDKK which the kiosks receive from the local agriculture office," he said.
