JAKARTA - After being blocked, the Wikimedia Foundation announced that it had completed the administrative registration process for the Wikipedia application as an Electronic System Operator (PSE) in Indonesia on April 30, 2026.

"The Wikimedia Foundation has been in discussions with the Ministry of Communication and Digital (Komdigi) since the beginning of this year to explain the unique community-based content moderation model on the Wikimedia platform, as well as to convey our concerns about user privacy and editorial freedom and the preservation of the Wikimedia project governance model run by volunteers," he wrote in a statement shared on X.
As part of the process, Komdigi is said to have provided a written guarantee to the Wikimedia Foundation's legal team, which confirmed that PSE registration would not be used as a legal basis to force content moderation or data disclosure requests that could undermine the Wikimedia community management model.
"This registration cannot be used as a legal basis for content moderation or data disclosure that could undermine the Wikimedia model managed by the community," he continued.
Furthermore, Wikimedia ensures that this registration will not change the internal legal review process that has been applied.
