JAKARTA - The Ministry of Communication and Digital (Kemkomdigi) said that the Wikimedia Commons website has been fully normalized and can be accessed again by the public without restrictions.

Director General of Digital Space Supervision, Alexander Sabar, clarified that the restriction on access to the commons.wikimedia.org domain was the impact of the content control mechanism on the indication of the finding of gambling-laden content.

"The inaccessibility of Wikimedia Commons starts from a system that detects keywords (wording) and visual content that is associated with a prohibited content category, especially gambling, so that the system includes Wikimedia Commons in the handling category," Alex explained in his official statement.

Alex stated that the detection of content control in certain conditions can produce false positives against sites that are neutral and have an educational function.

However, after he received information about the blocking, the technical team immediately carried out manual verification of the indication of the findings of negative content including a review of the classification parameters to ensure the accuracy of the detection.

"Once it was known as a false positive, we immediately normalized Wikimedia Commons," he said.

Alex stated that since Wednesday, March 25 at 22.00 WIB, the Wikimedia Commons website has been fully normalized and can be accessed again by the public without restrictions.

As a follow-up to this situation, the Ministry of Communication and Information has conducted an audit of the system and the internal technical coordination of the control team to ensure a thorough evaluation of the system and work mechanisms to improve the accuracy of detecting negative content.

"This incident could have been prevented if Wikimedia had been included in the whitelist database, but because they have not completed the registration process as a Private scope PSE in Indonesia, Wikimedia Commons has not been included in the whitelist category in the blocking system," he said.

For this reason, Alex asked Wikimedia to immediately complete the registration process until the PSE Registration Mark is issued as a form of compliance with the provisions of laws and regulations in Indonesia.
