The Minister of Communication and Digital Meutya Hafid emphasized that all spending on applications and digital infrastructure of ministries/institutions is now required to go through the clearance mechanism to be in line with the national architecture of the Electronic-Based Government System (SPBE).
Through the launch of the National Digital Government Master Plan (RIPDN) 2025-2045, Meutya hopes that all ICT spending will not only be an addition to new applications.

Meutya also highlighted the problem of the many government applications that run on their own or are not interconnected.
To overcome this, the Ministry of Communication and Information Technology has developed the Government Service Linkage System (SPLP) as the backbone of the public service ecosystem.
Through this SPLP, every government application is now required to adopt the principle of interconnectivity (interoperability) from the initial stage of design.
"Through this SPLP, data exchange is no longer done ad hoc but through a controlled mechanism, can be traced, and most importantly also audited to maintain data integrity," he explained.
To ensure that all systems run well and there is no further waste, the government also requires a strict technology audit process.
All agencies are also required to submit the results of the evaluation of ICT spending in the previous year, including evidence of follow-up improvements, to ensure that the management of government systems and data is always maintained security and compliance with regulations.
Meutya hopes that these governance measures can change the habit of working in silos (silos) into a whole and efficient government (whole of government).
