YOGYAKARTA - The Ministry of Communication and Digital (Komdigi) has issued new rules regarding the purchase of HP numbers for 2026. According to the new Komdigi rules, mobile phone number registration is now required to use facial biometrics. Not only that, there are a number of requirements set out in the new rules.

The rules regarding the purchase of mobile SIM cards are contained in the Regulation of the Minister of Communication and Digital (Permenkomdigi) Number 7 of 2026 concerning the Registration of Customers of Telecommunication Services through Mobile Network.

In the latest Permenkomdigi there are several rules related to the purchase of new sim cards, the following is a summary.

Registration carries the principle of KYC

The Know Your Customer (KYC) principle is applied in the registration system carried out by customers. Telecommunications service providers must establish internal policies and procedures so that they can properly identify customers. In registration, it is mandatory to apply biometric technology, especially face verification (face recognition).

Clear identity requirements

When registering a new number, Indonesian customers must include the National Identification Number (NIK) and facial recognition biometrics. Meanwhile, for foreign customers using passports or residence permits, they can use KITAP or KITAS.

Rules regarding customers under the age of 17

If the new number applicant is not yet 17 years old or does not have a KTP or biometric data, registration can still be carried out by including the identity and facial recognition of the head of the family according to the Family Card (KK).

Registration procedure

Registration can be done at outlets with the help of officers. After the data is declared valid, the new number is activated. In addition, it can be done online with the methods and conditions set by each operator.

Number activation

Customer numbers are prohibited from being active before the identity is properly validated. Foreigners require a verification process. In addition, number activation is carried out a maximum of 1 × 24 hours after the identity validation is carried out.

Number ownership is limited.

One identity should not have more than three prepaid numbers, except for special purposes such as IoT, M2M, or trial activities.
