Apple announced changes to the iOS app distribution system in Japan. In this change, developers are allowed to use third-party app stores and payments.

This change was made to comply with the Mobile Software Competition Act (MSCA). The law forces Apple to provide options for distributing and paying for apps outside the App Store.

Although Apple claims that they have reduced privacy and security risks to comply with the law, this rule is still considered harmful to iOS users in Japan. MSCA is said to be risky and opens a new path for cybercriminals.

"MSCA's requirements for alternative app markets and app payments open up new avenues for malware, fraud, and privacy and security risks. Apple has been working with Japanese regulators to introduce protection from new threats," Apple said in its official statement on Thursday, December 18.

App Distribution Permission Outside the App Store

Developers in Japan can now distribute their iOS apps on other app stores besides the App Store. However, these app stores must still obtain Apple's permission first and have met standard requirements.

Even though it allows third-party app stores, Apple reminds that the App Store is the safest place for users because its security standards have been thoroughly reviewed. Alternative markets are also considered still at risk of being exposed to harmful content.

Payment Method Authorization with Third Party

In complying with the MSCA law, Apple also allows developers to process alternative payments within the application. Developers are allowed to include direct links to external websites to complete digital transactions.

Users will see alternative payment options alongside Apple's In-App Purchase system for transparency. It's worth noting that Apple can't process refunds if a transaction is made through a third-party system.

For apps distributed outside the App Store, Apple imposes a 5 percent Core Technology Commission. This fee is compensation for the use of Apple tools and services that make it possible to build and distribute apps.
