JAKARTA - Indonesia is one of the fastest countries in the world, which has regulations on limiting children's age access to digital platforms. This rule is contained in Government Regulation Number 17 of 2025 concerning Governance for the Implementation of Electronic Systems in Child Protection (PP TUNAS).

The Minister of Communication and Digital Affairs, Meutya Hafid, emphasized that although a number of new countries have started discussing or implementing similar regulations, Indonesia has established a regulatory framework first through this TUNAS PP.

"So Australia will start December 10. Malaysia is actually just a statement, there is no special design yet. Countries in Europe are also competing. So it means that we do have a good start because we already have (PP)," explained Meutya in a working meeting with Commission I of the Indonesian House of Representatives on Monday, December 8.

He also explained that one of the advantages of PP TUNAS compared to regulations from other countries is its wider scope. If Australia focuses on social media, Indonesia expands its arrangements to other Electronic System Operators (PSE), including e-commerce.

According to him, currently many children are using e-commerce. In addition, the fact that e-commerce now has a communication feature also makes the platform as dangerous as social media.

"Because we see from the characters in Indonesia, many children have also used e-commerce to shop at the permission of their parents at the age of 13," he said.

He also added. "So for us e-commerce is also part of social media. Why? Because there is a communication feature in it. So this actually exceeds Australia."

Currently, his party is also reviewing the derivative rules through the Ministerial Regulation (Permen), which will regulate sanctions and fines for PSE who violate PP TUNAS. Meutya said he was very open to pushing this rule up to the level of law, if necessary.
