JAKARTA - OpenAI CEO Sam Altman has again called on the United States government to expand its tax credit coverage in the Chips Act to support the growth of the artificial intelligence industry (AI). The call was conveyed by Altman on Friday, November 7, amid Washington's efforts to strengthen its position as a global leader in AI technology.
Altman's move follows a letter sent by the Head of OpenAI Global Affairs, Chris Lehane, to the Director of the White House's Science and Technology Policy Office, Michael Kratsios, on October 27, 2025. The letter requested that the feasibility of the Advanced Manufacturing Investment Credit (AMIC) be expanded, including the production of AI servers, the construction of AI data centers, as well as components of the power grid that support it.
AMIC itself is a federal tax incentive designed to strengthen the manufacturing capacity of semiconductors in the country. We believe that reindustrialization of the US across the chain of starting from chip factories, turbines, transformers, steel, and others will help all industry players, including us," Altman wrote on platform X.

He emphasized that the tax credit is different from the federal loan guarantees that have been linked to OpenAI. Previously, Altman had said that his party had indeed discussed with the US government the possibility of a loan guarantee for the construction of a chip factory in the US, but not for a data center.
Altman previously revealed that OpenAI is committed to investing around $1.4 trillion in the next eight years to build a massive computing infrastructure.
The demand comes amid a surge in computing needs for AI models and products such as ChatGPT, prompting tech giants to race to build more data centers and develop advanced chips.
However, on the other hand, David Sacks, a White House official in charge of AI and crypto policy, insists that the government will not provide bailouts or bailouts for AI companies.
Altman's move marks OpenAI's aggressive efforts to ensure AI's growth depends not only on software innovation, but also on the strength of physical infrastructure that supports the new generation of future supercomputers.
