JAKARTA - The Independent Joining Team of Fact Findings (TGIPF) has released their findings regarding the Malang Ferry Tragedy. The team led by the Coordinating Minister for Political, Legal and Security Affairs Mahfud MD has also drawn conclusions and then issued recommendations.

The report was then submitted to President Joko Widodo (Jokowi). In the report, there were 12 recommendations addressed to PSSI.

One of them is to appeal to the General Chairperson of PSSI, Mochamad Iriawan, and the board of directors to resign. "As a form of moral responsibility for the casualties," wrote TGIPF in the recommendation.

In addition, PSSI was also asked to hold a KLB to maintain the sustainability of the PSSI management and save national football.

TGIPF also asked for changes in the PSSI Statute.

The following are 12 TGIPF recommendations for PSSI post-Trage in Kanjuruhan Malang:

a. Normatively, the government cannot intervene with PSSI, but in a country that has a moral and ethical and cultural basis for justice, it is fitting for the General Chairperson of PSSI and all ranks of the Executive Committee to resign as a form of moral responsibility for the death of 712 people, where when this report was compiled it had reached 132 people who died, 96 people were seriously injured, 484 people were seriously injured, some of whom could have long-term impacts.

b. To maintain the sustainability of the PSSI management and save national football, PSSI stakeholders are asked to accelerate the Congress or hold an Extraordinary Congress (KLB) to produce PSSI leadership and management with integrity, professional, responsibility, and freedom from conflicts of interest. The government will not grant permission for professional football league matches under PSSI, namely League 1, League 2, and League 3, until a significant change and readiness by PSSI in managing and running football competitions in the country. The football matches outside Liga 1, Liga 2, and Liga 3 will continue with public order and coordinating with security forces.

c. In the context of implementing the principles of good organizational governance, PSSI needs to immediately revise the PSSI statutes and regulations. PSSI also urges to implement the principle of public information disclosure to various sources and financial use, as well as various business activity institutions under PSSI.

d. In order to build an adaptive and meaningful national football for the public interest, saving PSSI is not enough to only be guided by the PSSI Statute, which contains a lot of contrary to the principles of good organizational governance, but it is also necessary to be based on the principle of saving the public interest/ safety of the people (salus populi suprema lex esto). The basis of obedience to official rules and the argument for public safety is moral rules and ethical values that have become a culture in our cultured lives.

The police element is only as a supervision, security personnel are recruited from professional / superior personnel who are trained and prepared by the National Police Headquarters and PSSI under the control of the National Police Headquarters.
