Yogyakarta Satpol PP Prioritizes Education Over Prosecution

YOGYAKARTA - The Civil Service Police Unit (Satpol PP) of the Special Region of Yogyakarta (DIY) prioritizes education on the application of health protocols rather than taking action on loosening rules during the implementation of level 3 community activity restrictions (PPKM).

Head of Satpol PP DIY Noviar Rahmad assesses that the enforcement is no longer effective considering that most people have been carrying out activities outside their homes.

"Everyone has started to leave their homes. If we take action there will be too many because there will be many who violate," he said, quoted by Antara, Monday, October 4.

Noviar emphasized that the operation to wear masks is no longer carried out because the public is considered to have understood the importance of wearing masks, including the risks if they do not use masks.

"It's been more than a year, I'm sure there are no people who don't know that they are obliged to wear masks. What kind of risk would they already know, it's up to them to implement it themselves, so we don't do that (action)," he said.

Noviar said that according to the rules contained in the Instruction of the Minister of Home Affairs (Inmendagri) Number 42 of 2021, a number of tourist attractions, export-oriented industrial sectors, and their supports to shopping centers must use the PeduliLindung application.

That way, continued Noviar, the DIY Satpol PP now focuses on education and implementing the PeduliLindung application.

Through 100 personnel who patrol public places and 328 personnel who are specially deployed at tourist attractions, the DIY Satpol PP has begun to focus on educating the public about the importance of Care for Protecting security and safety in carrying out economic activities.

"We are not taking action. We are carrying out education, including checking the application of the PeduliLindung application," he said.

However, according to him, there are still obstacles in implementing the PeduliLindung application. Of the 130 restaurants and cafes in DIY that were examined, it turned out that only 23 had implemented the PeduliLindung application.
