JAKARTA - Regulation of the Minister of Marine Affairs and Fisheries (Permen KP) Number 12 of 2020 must side with coastal communities and national interests. Especially there should be concrete steps for the government to accelerate the national lobster cultivation industry
Those are some of the recommendations of Undip Faculty of Fisheries Alumni through the Undip Fisheries Alumni Family (Grouper) DPP to the government. This recommendation is in the framework of the issuance of Permen KP No.12 of 2020.
The Chairperson of the Undip Grouper DPP, Abdul Kadir Karding, explained that the regulation had to side with coastal communities and the national interest. Karding also emphasized the importance of fully understanding the principles of sustainability. He assessed that there are two points of view which are the pros and cons in interpreting the principle of sustainability, but according to him, they both lack understanding of "equality of dimension", namely ecological, economic and social aspects.
He asked all parties to put forward the bigger national interest. That is, how to take advantage of the lobster resource economy, while ensuring its sustainability. He also asked the government to encourage an economy that is inclusive.
"We from Undip fisheries alumni are clear, our attitude always puts forward solutions. We don't want to be trapped in any interest. We want Indonesia to be able to advance in exploiting the existing potential and this can be done by encouraging the national lobster cultivation industry," said the Member of Commission I of the DPR. The RI.
The export of lobster seeds must be accompanied by supervision and control of catch quotas. The government must also encourage the price of seeds at the fishermen level to be affordable for cultivators.
"The export price of lobster seeds in Vietnam has risen sharply. On the other hand, the demand continues to increase. I think this must be controlled. The government must ensure that the price of seeds can be affordable for farmers. This is a condition if cultivation is to develop domestically," he added.
Another thing that needs to be the focus of attention is how to regulate zoning both zones for cultivation and capture zones, this is important to ensure more measurable use of seeds. Aquaculture is a solution to breaking the chain of illegal exports. So, lobster cultivation is absolutely encouraged so that economic aspects and community welfare can be achieved. And stock sustainability is maintained.
"We, in terms of cultivation technology, are very far behind Vietnam, even though our comparative competitiveness is higher. I think this is our homework. After this KP Regulation, I hope that a maximum of 3 years of domestic cultivation can improve. We have to reflect on Vietnam for this. "he concluded.
On the same occasion, Director General of Aquaculture, Slamet Soebjakto emphasized that his ministry continues to strive to encourage the national lobster cultivation industry. Responding to various pros and cons related to the implementation of Permen KP number 12 of 2020, Slamet admitted that everything was in accordance with the provisions, therefore all parties should start together to play a role in advancing the domestic lobster cultivation industry.
"KKP is clear to continue to focus on cultivation development. Within 2-3 years, lobster cultivation in the country must begin to develop. We have prepared a strategy and road map for its development. In essence, the interests of coastal communities are number one. We want to go through cultivation. This has a multiplier effect on the people's economy, "said Slamet.
Meanwhile, the Head of the Marine Fish Cultivators Association, Effendy Wong, said he was optimistic that domestic lobster cultivation could develop. According to him, the Government's PR in the future is to facilitate all basic needs in the existing production process. Effendy also gave an example that what has been done with the community so far can be a model that can be adopted.
"I have been struggling in lobster cultivation for decades, so I fully understand the challenges and obstacles that must be faced. In fact, Indonesia has the potential to compete with Vietnam. "We should be able to take advantage of these resources domestically because of their high added value. It's actually easy to compete with Vietnam, just stop exporting seeds, so business in Vietnam will drop dramatically," said Effendy.
For information on the development of the market demand for consumption lobster in the global market is predicted to continue to rise. Until now, China is still the largest importer of cultivated lobster. Indonesia is considered to have tough challenges, especially in encouraging the competitiveness of products, which are currently still far behind Vietnam as the main competitor.
