No Corruption Element Found, Police Stop UNJ Chancellor's Case

JAKARTA - Head of Public Relations of Polda Metro Jaya, Kombes Yusri Yunus said that his party had stopped the investigation of the alleged holiday allowance (THR) case involving the Rector of Jakarta State University (UNJ) Komarudin.

According to Yusri, the investigation of this case was stopped because so far his party had not found any indication of a crime. This was after his party examined witnesses. The termination of this investigation is contained in the Investigation Cessation Order (SP2-Lidik).

"With no corruption case found in the a quo case, investigators from the Corruption Eradication Agency of the Directorate of Criminal and Criminal Investigation of Polda Metro Jaya terminated the investigation in the context of legal certainty of this case," said Yusri in Jakarta, Thursday, July 9.

In making the decision to terminate the investigation, 44 people including two experts have been questioned. In fact, during the investigation process, Bareskrim and KPK participated in monitoring him.

"From the examination of existing expert witnesses, it was stated that this criminal act was not perfect. It was not included in the elements that were suspected," said Yusri.

Then, the investigator will delegate the case to the Ministry of Education and Culture (Kemendikbud) through the Government Internal Supervisory Apparatus (APIP).

"Will delegate the a quo case incident to the Government Internal Supervisory Apparatus or the Ministry of Education and Culture's APIP. In this case the Inspectorate of the Ministry of Education and Culture of the Republic of Indonesia will conduct further in-depth studies," concluded Yusri.

This case began when the KPK received information on May 13, UNJ Chancellor Komarudin asked the deans of faculties and institutions at UNJ to collect Rp. 5 million each through Dwi Achmad Noor.

Furthermore, on May 19, the money was collected amounting to Rp. 55 million from 8 Faculties, 2 Research Institutions and Postgraduate. This money will then be handed over to the Director of Resources at the Directorate General of Higher Education, Kemendikbud and several HR staff at the Ministry of Education and Culture as THR.

On May 20, Dwi brought Rp37,000,000 to the Ministry of Education and Culture's office. Subsequently, it was handed over to the Ministry of Education and Culture's HR Department for IDR 5 million, the Personnel Analyst for the Ministry of Education and Culture's HR Bureau for IDR 2.5 million, and two Ministry of Education and Culture HR staff, Parjono and Tuti, each of IDR 1 million.

Then, the Inspectorate General of the Ministry of Education and Culture informed the KPK about the provision of money. Furthermore, the KPK team together with the Inspectorate General of the Ministry of Education and Culture secured Dwi and evidence in the form of money amounting to US $ 1,200 and Rp. 27,500,000.

In this operation, the KPK arrested seven people, namely UNJ Chancellor Komarudin, UNJ Head of Personnel Dwi Achmad Noor, Dean of the Faculty of Education UNJ Sofia Hartati, Personnel Analyst at the Ministry of Education and Culture's HR Bureau Tatik Supartiah, Ministry of Education and Culture Chief of Staff Diah Ismayanti, Ministry of Education and Culture HR Staff Dinar Suliya, and the Ministry of Education and Culture's HR staff, Parjono.

Unfortunately, after successfully securing several people from the OTT, the KPK did not investigate this case. Because, this case was submitted to the police. The reason was that the people who were arrested did not have elements of state officials. That way, the KPK is not authorized to handle it.
