JAKARTA - Chairman of the Corruption Eradication Commission (KPK) Firli Bahuri has proposed a budget of IDR 1.881 trillion for 2021. The indicative ceiling for the KPK for that year is IDR 955.08 billion, so that there is an additional IDR 925.8 billion.
"We are working hard so that Indonesia is free from corruption. The budget we need is Rp1.881 billion," Firli said in a joint hearing with Commission III of the Indonesian Parliament which was broadcast on the DPR RI Facebook account, Thursday, June 25.
Firli said the budget will be used to run 4 programs in 2021. The four programs referred to are management support programs which require a budget of IDR 1.595 billion; community education program and increased community participation amounting to Rp155 billion; a corruption prevention and mitigation program Rp105 billion; and prosecution requiring a budget of Rp. 65.6 billion.
In addition, Firli said, this budget was also needed to transfer the status of KPK employees to state civil servants (ASN) in accordance with the KPK Law Number 19 of 2019.
Reflecting on a number of these needs, the KPK proposed an additional budget of Rp. 925.8 billion and this has been submitted through a letter of request to Commission III of the Indonesian Parliament, the DPR RI Budget Agency, the Chair of the DPR RI, and the Minister of Finance.
He really hopes that this proposal for additional budget can be granted. "So that our efforts, our strategy, our approach to eradicate corruption can run smoothly, be integral, holistic, and sustainable," he said.
Responding to the request, member of Commission III DPR RI from the United Development Party (PPP) Fraction Arsul Sani said his party was ready to support and fight for the additional budget.
It's just that the support is not unconditional. He said, after this budget was approved, the KPK should focus on investigating corruption cases that caused considerable state losses. The reason is that the KPK's budget for executing one case is larger than that of other institutions that take care of corruption, such as the Attorney General's Office and the Police.
"If I count it from the start of the investigation, prosecution and execution per case, we count that one case reaches IDR 350 million," said Arsul.
So, according to him, it would not be right for the KPK to only take care of corruption cases that caused insignificant losses or could be said to be trivial.
So, he asked for small cases to be delegated to other law enforcement agencies. "Even if there is an OTT and others, it should be delegated to others," he concluded.
