MPR Chairman: PPHN Will Be The Basis For Moving The Capital City To East Kalimantan

JAKARTA - MPR Chair Bambang Soesatyo, said the results of the MPR study for the 2019-2024 period stated the need for philosophical principles and directions in national development, to ensure the sustainability of the state's vision and mission as stated in the Preamble to the 1945 Constitution. .

The PPHN which will be presented through amendments to the 1945 Constitution, said Bamsoet, will be the basis of every strategic plan of the government. One of them, the strategic project is the relocation of the national capital.

"The PPHN will be the basis of every strategic plan of the government, such as the relocation of the State Capital from DKI Jakarta Province to East Kalimantan Province, construction of sea highway infrastructure, sky highways, inter-regional connectivity, and other strategic development plans," said Bamsoet in his speech at the MPR Annual Session, Monday, August 16th.

The existence of a philosophical PPHN, according to Bamsoet, is important to ensure the portrait of Indonesia's future in the next 50-100 years. The existence of the PPHN will certainly not reduce the Government's authority to prepare a blueprint for national development, both in the form of the Long-Term Development Plan (RPJP) and the Medium-Term Development Plan (RPJM).

With the PPHN, said Bamsoet, the government's strategic plan will be guaranteed to be implemented in a sustainable and unrestricted manner by an electoral period of government.

Bambang Soesatyo also said that a constitutional amendment is needed to accommodate the PPHN in the form of a law made by the MPR. Therefore, he said, limited amendments to the 1945 Constitution were needed, especially the addition of the MPR's authority to stipulate PPHN.

He also denied that amendments to the constitution would open Pandora's box. "The limited changes do not allow to open Pandora's box, excessive changes to other articles," said Bamsoet.
