Ridwan Kamil: Helicopter Rental Fund Of IDR 600 Million For The Deputy Governor Of West Java Is Reasonable

BANDUNG - West Java Governor, M Ridwan Kamil or Kang Emil, said the helicopter rental operational budget allocation for the Deputy Governor of West Java, Uu Ruzhanul Ulum, reached IDR 600 million which was considered reasonable when viewed from the side of needs.

"West Java is very wide, it can't reach all areas by car. It can take eight to nine hours. It's understandable from a need point of view," said Kang Emil when asked for a response about the budget allocation for helicopter rentals for the West Java Deputy Governor, in Bandung, quoted by Antara, Wednesday, 5 August.

According to him, so far the West Java Provincial Government has often borrowed from the Indonesian Air Force and National Agency for Disaster Management if they need helicopters when their regional heads make working visits to remote areas that are difficult to access by motorized vehicles.

"There is still a fee that must be paid. We reduce the potential for using private helicopters, they are expensive", he said.

Kang Emil said that he had been facilitated by the West Java Police, the TNI to take a helicopter during a working visit to a remote area.

"This is also included in refocusing, the figures mentioned have refocused 70 percent for handling the pandemic. It is no exception being combed one by one", he said.

He said the budget provided was only used if it was really needed and it must be understood that the use of this type of helicopter transportation is usually used when there is an emergency.

Based on Antara's search on the LKPP SiRUP page on Tuesday, the ceiling value for the direct procurement of helicopter rentals for the mobility of the Deputy Governor of West Java, Uu Ruzhanul Ulum, is IDR 75 million and a total of eight planning packages starting from February 2021 to September 2021, bringing the total budget ceiling to IDR 600 million.

Contacted by telephone by reporters in Bandung, Deputy Governor of West Java, Uu Ruzhanul Ulum, explained the total budget of IDR 600 million for helicopter rentals for its operations.

According to Deputy Governor Uu, the reason for using air transportation services when doing activities in the field is to make it easier to reach the community. "So specifically the issue of helicopters budgeted for my operations with this rental system is the first, we have thought about efficiency because these helicopters are needed because West Java's area is large", said Deputy Governor Uu.

Deputy Governor Uu explained that West Java Province covers 27 cities/districts, 5,312 villages, and thousands of sub-districts, which require speed and accuracy when coming to the area because some areas are not well connected.

According to him, the allocated budget is still stored and is in the form of a reserve fund, so it is only spent when it comes to hiring a helicopter.

"And if it is not used, it will become Silpa, later used for future changes or future budget preparation, this can be refocused for other needs", said Deputy Governor Uu.
