JAKARTA - Chairperson of the Indonesian House of Representatives, Puan Maharani, asked for the core values and employee branding launched by President Joko Widodo for state civil servants (ASN) and government employees, including SOEs, into a new era of public service.

"The best service is the most tangible form of state presence, especially in the COVID-19 pandemic situation that we are still facing together today. ASN must be proactive and be at the forefront of the solution, especially in the midst of this pandemic situation," said Puan in a statement in Jakarta, Between, Wednesday, July 28.

President Jokowi previously launched the core values Ber-AKHLAK and employer branding, Proud to Serve the Nation on Tuesday, 27 July. Ber-AKHLAK stands for Service Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative.

Puan assessed that if all the elements of these values were implemented, the people's problems would be handled faster and better.

"It is not easy to build ASN and government employees who have a spirit of service, but it must continue to be broken down, even if slowly but must continue to be done and strived for," he said.

According to him, the changes that can be made can be started from simple things, such as a friendly welcome and easy service which is the first step. In addition, do not complicate things that can be simplified, including the matter of bureaucratic services.

Puan supports President Jokowi's call for ASN to continue to improve their capacity, competence and adaptability. Therefore, good service must start from a good understanding and ability of the service provider.

"Services must be creative and prioritize anticipation and prevention. This can only be done when ASN interacts directly with the community, sees problems in the field, and tries to be part of the solution," he said.

The former Coordinating Minister for Human Development and Culture (Menko PMK) assessed that the handling of the COVID-19 pandemic was a momentum to establish and make it happen.

This, according to him, is not only between the central government and local governments, the ASN must be able to collaborate with civil society, businessmen, and activists in the field.

"Whatever is the most optimal solution and makes it easier for the people, do it responsibly, be done by competent people, and collaborate," he said.

Puan assessed that among ASN and the wider community, harmonization should be something that we strive for together. Differences of opinion must find a middle point and a solution that is ultimately oriented to public services.

"ASN is the 'face' of the government in public service. Be the 'face' that is solutive, friendly, and provides convenience in service," he said.

Puan reminded the government to ensure the support of facilities, infrastructure, and regulations to realize optimal ASN services.

This, according to him, includes service standards, performance management, simplification of bureaucratic services, increasing law enforcement, and regulations in the field of public services.
