DKI DPRD Dissatisfied With Trimming TGUPP Amount

JAKARTA - The Governor's Team for the Acceleration of Development (TGUPP) of DKI is being questioned again. In the DPRD Budget Board (Banggar) meeting with the DKI Provincial Government, DKI Banggar Prasetio Edi Marsudi mentioned the existence of a TGUPP member named Haryadi who has concurrently held positions.

These concurrent positions were previously uncovered in the DKI Jakarta DPRD Commission E budget sweeping meeting on Sunday, December 8. At that time, it was found that the funds budgeted for the Supervisory Board of Koja Hospital were Rp. 211 million for one supervisory board team in one year. There was written the name Achmad Haryadi, who was confirmed to be a member of the TGUPP.

Not only that, it turned out that Haryadi became the Supervisory Board for seven RSUDs in Jakarta. The seven hospitals are Koja Hospital, Cengkareng Hospital, Tarakan Hospital, Pasar Minggu Hospital, Pasar Rebo Hospital, Budi Asih Regional Hospital, and Duren Sawit Hospital.

"(TGUPP) has become a new post in the regional government. There is another double TGUPP in the regional government. Pak Hariyadi is on the hospital supervisory board," said Prasetio at the DPRD DKI building, Central Jakarta, Monday, December 9 evening.

Therefore, Prasetio considers many other people with better performance to replace Haryadi. He conveyed this directly to Regional Secretary Saefullah during the meeting.

"There are still many, Mr. Secretary, our friends ASN who want to retire who are smart, the energy can still be used, please use that," he said.

PSI faction member Viani Limardi also regretted the performance of the special team for DKI Governor Anies Baswedan. TGUPP, should have the duty to absorb the aspirations of the community. However, Viani claimed that he received many complaints from the public that the DKI Jakarta Provincial Government was very slow in responding to their reports.

"As far as I know, TGUPP is to speed things up. But the complaints of residents who came to PSI they have tried to write but have not responded to it for months, "said Viani.

The head of the PDIP faction, Gembong Warsono, also stated that he did not agree with the TGUPP budgeting in the APBD for TGUPP because he was feared that it would create disharmony.

Gembong also suggested that the budget for TGUPP in the 2020 APBD be eliminated. Because according to him if using the APBD, it is feared that it will cause polemics.

"If you really need TGUPP, please use the operational funds, but the amount is large," said Gembong.

However, there was also some defense from members of the Gerindra faction Andyka. He said that his faction only wanted improvements in the Governor's Regulation on TGUPP. However, he refused if all his funds were withdrawn.

"For trees, only the branches are cut, not all. I support the budget for TGUPP. Only if there is an accountability system that must be repaired," he said.

Discussing the TGUPP in the DKI DPRD Budget Agency (Banggar) took hours. From the afternoon until the evening the discussion in the Banggar was fixated on TGUPP. In fact, there are counted 17 DPRD members from various factions who have responded to this issue.

Until finally, the Chairman of the DKI Jakarta DPRD Budget Agency, Prasetio Edi Marsudi, cut only the budget for 50 TGUPP members from a total of 67 people. So, TGUPP members who have multiple positions and whose performance is not optimal must be dismissed.

"By saying bismillah I decided that the TGUPP would be 50 people," said Prasetio.

"Please, Pak Sekda, (TGUPP) be replaced with double jobs. Those who are not active can also be reduced again, maybe it could be reduced (from 50 people)," he continued.

Prasetio's decision was rejected by a member of the Budget Committee who was also the head of the PDI-P faction, Gembong Warsono. The kingpin wants the most approved budget for the salaries of 17 people.

However, other parties such as Gerindra, PKS, and PAN agreed to cut the TGUPP as proposed by Prasetio. Therefore, Prasetio still decided that the number of TGUPP members would be 50 people.

"Many factions have asked for (the number of members) so much. This faction asks for so much. This is not a matter of values and figures, sir, but efficiency to the people," he concluded.
