JAKARTA - The implementation of Large-Scale Social Restrictions (PSBB) during the transition period has implications for loosening regulations. This means that an increase in community activity, including driving, must be anticipated. The Provincial Government (Pemprov) of DKI Jakarta issues the related governor's regulation (Pergub).

Governor Regulation (Pergub) Number 51 of 2020 concerning Large-Scale Social Restrictions (PSBB) during the Transition Period Towards a Healthy, Safe, and Productive Society regulates a number of matters. In Article 17 paragraph 2 letter a, private motorized vehicles in the form of motorbikes and cars operate on an odd-even principle in traffic control areas.

However, not for online or ojol motorcycle taxi drivers. For them, there are exceptions to the application of the odd-even rule. This is stated in Article 18 paragraph 2 letter K which states that traffic control with an odd-even system is exempted for application-based two-wheeled and four-wheeled transportation that meets the requirements based on a Decree to the Transportation Service.

Head of the DKI Jakarta Transportation Service, Syafrin Liputo, confirmed this. Later, online motorcycle taxi drivers will be able to carry passengers again on Monday, June 8. It's just that, still have to prioritize health protocols.

However, regarding the standards that must be met by online motorcycle taxi drivers, this cannot be conveyed clearly. Still in the discussion stage of the DKI Jakarta Transportation Department, he said. "(Standards) are also being reviewed and we are evaluating," said Syafrin, Saturday, June 6.

It will take up to one week to determine the standards that must be applied by online motorcycle taxi drivers. This is because the evaluation will discuss all things related to the odd-even application. "Wait one week ahead," said Syafrin.

Depends on traffic conditions

Even though the odd-even governorate regulation has been published, said Syahrin, the implementation was not immediately carried out. This is because his party and related agencies must discuss and evaluate traffic conditions with or without the odd-even application during the Transitional PSBB.

"During this transitional period, one week ahead we will conduct an evaluation of the situation and condition of road transport traffic in Jakarta. The results of the evaluation that we will report to the Governor are related to the implementation of odd-even," said Syahrin.

In addition, the Director of the Traffic Directorate of Polda Metro Jaya, Kombes Sambodo Purnomo Yogo, said that in discussions with the provincial government, it will be more about the route of the road sections which will apply an odd-even system. In addition, if it is to be implemented later, the rules must be prepared.

"We do not yet know which sections and roads are implemented with an even odd number of motorbikes. Then, if you want a ticket to use traffic rules, the signs must be installed. If the sign is not installed, it means a warning against the PSBB rules," said Sambodo.
