Hattrick Overpayment Of Budgets In The Anies Age, PDIP Questions The Status Of DKI WTP By BPK, Is It Just Stupid?

JAKARTA - The DKI Jakarta Provincial Government under the leadership of Anies Baswedan has several times overpaid in disbursing APBD to agencies and BUMD.

Seeing this, Gembong Warsono, chairman of the PDIP faction of the DPRD DKI, admitted he was surprised. This is because the DKI Provincial Government has repeatedly received an unqualified opinion (WTP) in the audit of financial statements that are examined by the Supreme Audit Agency (BPK).

"BPK has already issued a WTP for the DKI Provincial Government but how come there are findings? It's as if the WTP is just for bragging. If it's not the BPK who gives the WTP, okay, we understand. what?" said Gembong when contacted on Thursday, July 15.

WTP opinion is the highest award for accountability in the financial management of a government agency. This WTP predicate is the fourth time that DKI has been able to maintain successively, since 2017, 2018, 2019, and 2020.

However, there is still a hat-trick of findings. First, the overpayment of Rp415 billion to the BUMD PT Transjakarta in the 2018 and 2019 fiscal years. The overpayment is in the form of a subsidy.

The findings of the BPK are included in the summary of the results of the second semester of 2020. This summary was signed by the Chairman of the BPK RI Agung Firman Sampurna in March 2021.

Second, the overpayment of the purchase of fire extinguishers by the DKI Fire and Rescue Service (Gulkarmat).

Based on the 2019 DKI Provincial Government financial report, BPK found four packages of funds for the procurement of fire engines with expenses that exceeded the price of the equipment. The total overpayment was recorded at around Rp6.5 billion.

Third, overpayment also occurs in the construction project of rooftop Solar Power Plants (PLTS) on grids in public schools. The project carried out by the DKI Jakarta Industry and Energy Agency in 2019 was overpaid by around Rp. 1.2 billion.

"BPK has given the WTP to DKI. It means that all financial management has been declared in order according to the existing regulations. However, on the way it was found the same as last year's Fire Department, and this year Transjakarta. This is funny," said Gembong.

For the repeated mistakes, Gembong said it was natural for the opinion of budget deviations within the DKI Jakarta Provincial Government to then roll in the community.

"So if the people of Jakarta guess or have various perceptions, don't blame it. Because all regional finances must be managed properly and accounted for properly. This is people's money," added Gembong.
