JAKARTA - The Ministry of Villages for Disadvantaged Regions and Transmigration has urged regents and mayors to actively participate in accelerating the distribution of village funds. This is because the distribution of direct cash assistance (BLT) to village funds faces various obstacles.

PDTT Village Minister Abdul Halim Iskandar explained that there were still villages that had not yet distributed the Village Fund BLT even though the funds had already entered the village treasury accounts, because the regents and their mayors had indeed delayed distributing the aid.

"The problem is in the regions, where the regents or mayors want equality, together. Second, we want all social assistance and cash assistance and non-cash food assistance to be resolved first, so that the village funds withheld cannot be issued first to BLT village funds. There is also a model like that, "he said in a video conference with journalists, Friday, May 22.

Given that Eid Al-Fitr or Eid al-Fitr is only a matter of days, Abdul Halim asked the regional heads not to delay the distribution. Because, in the conditions of the corona virus pandemic or COVID-19, the Village Fund BLT is very much needed by the community.

Halim said the regional government could exercise control without delaying the distribution of aid. For example, if residents have received Village BLT, then the basic needs assistance will be distributed, then the basic needs will be crossed out or other assistance will be disbursed because they have received BLT Desa, it can be temporarily canceled.

"We mean like that, so that they do not hang on each other. Pity the people below who have been recorded," he said.

The Village Has Not Performed a Musdesus

Abdul Halim said, there are still villages that have not conducted special village deliberations. This has become the focus, so that it continues to be encouraged so that village funds can be immediately distributed to village communities.

Furthermore, Halim said, if from the results of field examination and checking, the area was entered into an area that did not have an economic impact and its citizens were not eligible to provide BLT Village Funds, then they would not be forced to find these funds.

"Some of them we found were in South Sumatra, in a rubber plantation area where the village is also prosperous in the middle of a rubber forest area. The impact of COVID-19 is not really felt, the people are all prosperous, their income has not changed on average, has not decreased. "If the situation is like that, of course it will provide room for not distributing BLT, because it is not needed," he explained.

Even so, Abdul Halim admits that he will continue to check and deepen it, so that nothing unwanted happens. For example, new poor people have been registered.

"We really have to clarify. Do not let the decision be taken, it turns out that the affected residents suddenly appear who must be properly anticipated or not," he said.

Abdul Halim emphasized that villages should continue to carry out special village deliberations regardless of the conditions experienced by the village. At least it must have allocated the Village Fund BLT budget in the APBDes.

"If the budget is already in the APBDes, then just distribute it when the affected residents are found. If it is not found and the funds are not used, that's okay. Later there will be changes to the new APBDes. Hopefully this can be completed. So that the fiscal power of village funds will be over. used for economic recovery, including for food security at the village level, "he added.
