Perkom Gratification Control is the Reason for the KPK to Reject Raja Juli's Report

JAKARTA - The Corruption Eradication Commission (KPK) stated that the rejection of the envelope from the Regent of Kuantan Singingi (Kuansing) Suhardiman Amby by the Minister of Forestry (Menhut) Raja Juli Antoni was not followed up. This step is said to have been in accordance with Article 14 of the Corruption Eradication Commission Regulation (Perkom) Number 1 of 2026 concerning the Control of Gratification.

"The KPK regulates certain conditions when a gratification report cannot be followed up," said KPK spokesperson Budi Prasetyo to reporters through his written statement quoted on Saturday, July 18.

"As for the status of the gratification report that was not followed up, it meets certain elements, including perishable objects, the receipt of gratification was reported incorrectly, the object is related to the investigation of the case, and the gratification is suspected of being related to a criminal act," he continued.

Budi said that Raja Juli's report had also been followed up objectively. "And based on the applicable provisions," he said.

The KPK further reminded state organizers that they should refuse to give gratuities on the first occasion. If you can't refuse, said Budi, a report can be immediately submitted to the KPK's Directorate of Public Service and Public Service.

"This report is not difficult," said Budi. Because, the state organizer just has to access the GOL KPK application; the reporting [email protected]; or through the Gratification Control Unit (UPG) in each agency with a maximum period of 30 days.

"Because we believe that the rejection from the beginning is a tangible form of commitment to integrity as well as efforts to maintain the independence and objectivity of state organizers in carrying out their duties," he said.

"Through the awareness to reject from the beginning and report gratification in accordance with the provisions, the KPK hopes that the anti-corruption culture will be more rooted in the environment of ministries, agencies, local governments, SOEs, BUMD and all other state organizing institutions."

As previously reported, the KPK named three people as suspects in the alleged bribery of the filling of the Kuansing Regent's post after conducting a hand-in-hand operation (OTT) on Monday, June 29. They are Kuansing Regent Suhardiman Amby, Kuansing Regent Zulkarnain, and Ardiles as President Director of PT Mitra Ideal Consultant.

In the construction of the case, Suhardiman allegedly asked for one unit of Toyota Land Cruiser 300 GR-S worth around Rp2.05 billion to the participants of the selection for the position of the Regional Secretary.

The request was fulfilled by Zulkarnain who bought the vehicle through a credit scheme using Ardiles' identity for financing applications.

The KPK also found other alleged receipts made by Suhardiman related to the process of releasing Limited Production Forest (HPT) areas. Investigators are said to be tracing the amount of receipts, the mechanism of giving to the party suspected of receiving at the Ministry of Forestry.

Meanwhile, Raja Juli through a press conference after the silent operation was held, admitted that the Regent of Kuansing Suhardiman Amby had left a sealed envelope after an audience at the Ministry of Forestry on June 2, 2026.

He then ordered his aide to return the envelope on June 5, 2026. However, the plan was delayed because his aide had to accompany him in the agenda of the service.

Furthermore, the Secretary General of the Ministry of Forestry then issued a letter of assignment to his aide on June 11, 2026.

Raja Juli then admitted that he contacted the Riau Police Chief to help bring his aide together with the Regent of Kuansing. The return of the envelope, he claimed, was made on June 12, 2026 at the Kuantan Singingi Police and was documented and had a receipt.
