TANJUNG SELOR - Deputy Chairman of the Bulungan DPRD, Tasa Gung, asked the Bulungan Regency Government (Pemkab) North Kalimantan (Kaltara) to review the licensing of buildings and operations of a number of nightclubs (THM) located in the Tanjung Selor City area.
In addition, he also encouraged local governments to immediately draft regional regulations (Perda) that specifically regulate zoning or locations of night entertainment businesses.
"The existence of a number of THMs in the central city area needs to be a serious concern because Tanjung Selor is the capital of Bulungan Regency (City of Worship) as well as the capital of the Kaltara Province," said Tasa Gung, Monday, July 13.
Tasa Gung did not deny that during this time, several nightclubs that have been highlighted by the community, including B Space on Jalan Jambu, Mahadewi on Jalan Salak, Queen on Jalan Kapur, and Bazz which is located in the area near Tanjung Harapan Airport.
"For this reason, we ask the local government through the relevant regional device organizations (OPD) and the police to evaluate the legality of buildings, Building Approval (PBG), spatial suitability and operational permits for all night entertainment venues operating in Tanjung Selor," said Tasa Gung.
"There needs to be a review of building permits and operational permits. The government must ensure that all businesses operate in accordance with applicable regulations and do not have negative impacts on the community, especially when there are THMs adjacent to places of worship," he continued.
Tasa explained that the existence of THM is not to be rejected as long as it meets all legal requirements. However, the government must ensure that business activities do not interfere with public order, the comfort of residents, and the surrounding environment.
Tasa Gung proposed that the Bulungan Regency Government together with the DPRD to draft a regulation that regulates the location of the establishment of night entertainment places. The regulation is considered important so that it will no longer stand in residential areas or adjacent to places of worship.
"We need to have a regulation that clearly regulates the location of night entertainment venues. In the future, their location must be far from residential areas and places of worship so as not to cause unrest in the community or interfere with religious activities," he said.
He assessed that as the center of government for the province of Kaltara, Tanjung Selor must have a better spatial arrangement while still providing legal certainty for business actors without neglecting the interests of the community.
"The legislature also asks the regional government together with law enforcement to increase supervision of the operation of night entertainment venues, including compliance with operating hours, permits, and aspects of security and public order," he said.
