JAKARTA - The government has begun highlighting the use of state assets in the Kemayoran area. A number of land that has long been in partnership with private parties and SOEs were found not to have been built according to plan.

Deputy Minister of State Secretary Juri Ardiantoro said the government would evaluate the cooperation agreement on the use of assets in the Kemayoran Complex Management Center or PPK Kemayoran area. The evaluation was carried out after he directly reviewed a number of locations, Monday, July 6.

"We want to ensure that all state assets are utilized according to their provisions and provide real benefits for the country and the community. In fact, there are still lands that have been cooperated for a long time, but have not been utilized as they should. Therefore, we will re-examine all documents and implementation of cooperation," said Juri.

The locations reviewed include the cooperation land with PT Oceania Development in Block B.2 No.2, Block B.3, Block B.7/8, and Block C.7. The government also reviewed the cooperation land with state-owned banks that are members of the State-Owned Bank Association or Himbara in Block B.15 Kavling No.6 and Block B.10 No.5 in the Kemayoran area.

From field inspections, a number of land has not been developed according to the plan and obligations in the cooperation agreement. As a result, state assets have not provided optimal economic, social, and regional governance benefits.

The jury said the evaluation did not only look at the physical condition of the land. The government will also check the compliance of partners with contractual obligations. The inspection includes the construction period, financial obligations, land use suitability, and the status of land rights that have been granted.

"The government will examine whether there has been a violation of the agreement, including when land rights have been granted for a long period of time but the land has not been built, not used according to the provisions, or left abandoned. The obligations of each partner to the Kemayoran PPK must also be fulfilled," he said.

If violations are found, the government will take administrative and legal steps to protect state assets. This step can take the form of a review of the form of cooperation, land use rights, to other legal actions in accordance with the rules.

The judge emphasized that no party should benefit from state assets without fulfilling their obligations. According to him, state assets must be managed responsibly and the benefits go back to the state and the community.

"No party should enjoy the benefits of state assets without fulfilling their obligations. State assets must be managed responsibly and the benefits must return to the state and society," said Juri.

PPK Kemayoran President Director Teddy Robinson Siahaan said his party had coordinated with partners to encourage the fulfillment of obligations and acceleration of development on the land that was collaborated.

"The visit of the Deputy Minister of State Secretary strengthens the steps of the Kemayoran PPK to resolve asset issues decisively, thoroughly, and based on the law. We will ensure that all cooperation is carried out transparently, accountable, and does not harm the interests of the state," said Teddy.

PPK Kemayoran also prepared legal assistance to review the agreement, map the problems, and formulate steps to resolve the partners who have not fulfilled their obligations. Especially in cooperation with PT Oceania Development, PPK Kemayoran has given authority to legal consultants to prepare the necessary legal steps.

PPK Kemayoran is a Public Service Agency under the Ministry of State Secretariat. This institution manages an area of about 450 hectares. The evaluation of this cooperation is part of the discipline of assets so that state land is not left empty, loses its function, and fails to benefit the public.
