KUPANG - East Nusa Tenggara (NTT) Governor Melki Laka Lena emphasized that the policy prohibiting the purchase of subsidized fuel for vehicles that have not paid Motor Vehicle Tax (PKB) and vehicles with plates outside the region remains in force as an effort to ensure that energy subsidies are targeted.
"What we want to uphold is the principle of justice. People who have fulfilled their obligation to pay taxes must have the right to get subsidized fuel. Don't let those who obey lose their rights because the quota has been used up by parties who do not fulfill their obligations," he said in Kupang, Monday, July 6.
He explained that Regional Regulation Number 13 of 2025 concerning the Optimization of Motor Vehicle Taxes, Motor Vehicle Fuel Taxes, and Heavy Equipment Taxes was issued to increase taxpayer compliance while ensuring that the subsidized fuel quota allocated by the central government is truly enjoyed by the people who are entitled.
According to him, so far the local government has received many reports regarding the rapid exhaustion of subsidized fuel quotas at a number of public fuel filling stations (SPBU).
After evaluation, one of the causes is that there are still vehicles with outside plates and vehicles that are delinquent in paying taxes on subsidized fuel.
Therefore, vehicles with NTT plates, whether coded DH, EB or ED, can still buy subsidized fuel as long as they have paid the PKB.
In contrast, vehicles with outside plates or NTT plates that still have tax arrears cannot obtain subsidized fuel until their tax obligations are settled.
"This is not to make it difficult for anyone. We want to ensure that government subsidies are really received by the people who are entitled. Those who have fulfilled their obligations must get their rights," he said.
Melki emphasized that the policy is not only aimed at increasing the Regional Original Income (PAD), but also building a culture of compliance and realizing fiscal justice for the people of NTT.
According to him, people who use infrastructure and public services in NTT have a responsibility to contribute to regional development through vehicle tax payments.
"If someone has fulfilled their obligations to the region, then the state must also protect their rights. That is the main spirit of this Regional Regulation," he said.
