JAKARTA - Minister of Finance (Menkeu) Purbaya Yudhi Sadewa emphasized that the State Budget (APBN) is the main instrument for the government to maintain economic stability while strengthening investment in human resources as the foundation for Indonesia's Gold 2045.

According to him, the management of the State Budget is carried out based on the mandate of Article 33 of the Constitution of the Republic of Indonesia in 1945 to realize the prosperity of the people through healthy and sustainable fiscal policies.

"Through disciplined fiscal policy, the government continues to optimize Indonesia's strategic potential, ranging from its advantageous geographical position, natural resource wealth, to the demographic bonus as the main capital towards Indonesia's Gold 2045," he said in a statement, quoted Sunday, July 5.

The government targets Indonesia to become one of the five largest economic powers in the world by 2045 with a Gross Domestic Product (GDP) of around 5 trillion US dollars and a per capita income of over 15,000 US dollars.

He added that to achieve this target, economic development must be supported by superior, productive, and adaptive human resources to technological developments.

Purbaya emphasized that talent is the core of national economic transformation, therefore, the development of science, technology, engineering, and mathematics (STEM) needs to be combined with social science, humanities, arts, religion, and economics to increase productivity, competitiveness, and create sustainable economic growth.

According to him, this commitment is reflected in the 2026 Budget APBN through the allocation of education budget of IDR 769.1 trillion which is directed to expanding access and improving the quality of education, revitalizing schools, supporting the Free Nutritious Meal Program, and strengthening scholarship financing through the Education Fund Management Institution (LPDP).

In addition, he added that the government also sharpened the LPDP scholarship policy to be more in line with the needs of national development.

According to him, if previously it was general, now the scholarship is focused on priority fields, especially STEM and strategic industries, such as food, energy, health, defense, digitization, artificial intelligence, semiconductors, downstream, maritime, advanced manufacturing and materials, and entrepreneurship.

"The development of the Indonesian economy requires an industrial ecosystem that makes talent the core of development. Therefore, investment in education and human resource development is one of the main priorities of the State Budget," he said.

In the midst of global economic uncertainty, Purbaya said Indonesia still has strong economic fundamentals such as economic growth performance, inflation, fiscal deficit, and government debt ratio at a level that is maintained compared to a number of other countries.

According to him, this condition reflects prudent fiscal management as well as strengthening confidence in the national economy.

He added that the government also continues to strengthen the synergy of fiscal and monetary policies so that the state budget is able to carry out its function as a shock absorber, maintain economic stability, protect people's purchasing power, and create adequate fiscal space to support human development and economic transformation agendas.

Purbaya emphasized that the State Budget is not only an instrument for managing state finances, but also a long-term investment in producing superior Indonesian generations.

According to him, by maintaining economic stability, strengthening structural transformation, and improving the quality of human resources, the government is optimistic that Indonesia will be able to realize inclusive, sustainable, and competitive economic growth towards the Golden Indonesia 2045.
