KPK Says Funding For The Implementation Of TWK For Its Employees Is Borne By BKN

JAKARTA - Deputy Chairman of the Corruption Eradication Commission (KPK) Nurul Ghufron said his agency did not spend any funds for the implementation of the National Insight Test Assessment (TWK) as a condition for the transfer of employment status. Based on information circulating, this test takes a budget of Rp. 1.8 billion.

Ghufron said this test was financed by BKN because they are responsible for the management process of the State Civil Apparatus (ASN). Where, this is the duty and responsibility of the institution.

"Assessment is part of ASN management, so BKN conveys that the cost of the assessment does not need to be borne by the KPK," said Ghufron in an online press conference broadcast on the YouTube Ombudsman, Thursday, June 10.

He said that there was indeed a Memorandum of Understanding (MoU) signed by the KPK and BKN regarding financing. This agreement was made as a legal umbrella for cooperation in the implementation of the TWK assessment.

"Initially, because we assumed (TWK, ed) this was an HR activity at the KPK, the financing had to be borne by the KPK. So to justify KPK funding to BKN it needed an MoU. This is the first legal nuance," he explained.

However, the agreement was never used. Given that the funding for this assessment is the responsibility of BKN.

"So, the MoU was never used. Even though we are in an institutional commitment, in carrying out the development of KPK personnel management, we are preparing for the MoU," he said.

"So is it really not paid? Yes. We haven't paid until now because of that activity, an activity that is considered a BKN tusi (duties and functions, red). So it is financed from the BKN's own APBN," added Ghufron.

As previously reported, the TWK was attended by 1,351 KPK employees. Of these, 1,274 people were declared eligible.

Meanwhile, 75 employees including Novel Baswedan, Chairman of the KPK Employee Forum who is also investigator Yudi Purnomo, Director of Anti-Corruption Campaign and Socialization of the KPK Giri Suprapdiono, Head of the KPK Task Force Harun Al-Rasyid, and Director of PJKAKI Sujarnarko were declared ineligible (TMS). While the other two employees did not attend the interview test.

In addition to involving BKN, this test also involves other parties in its implementation, including in making questions. They are the State Intelligence Agency (BIN), the TNI Strategic Intelligence Agency, the Army Intelligence Center, the Army Psychology Service, and the National Counterterrorism Agency (BNPT).

However, according to KPK employees, there are a number of irregularities in the implementation of this test, including a number of questions that are considered to violate the private sphere. Thus, they reported the alleged violations in the test to a number of parties, including the Indonesian Ombudsman and Komnas HAM.
