Sigit conveyed that he responded to a journalist's question regarding the concerns of civil society groups regarding the regulation of the filling of civil positions by members of the National Police in the revision of the National Police Law.
"In principle, the National Police has rules regarding the placement of the National Police outside the structure. The condition is that there must be a request from the ministry that wants there to be members of the National Police," said Sigit as reported by ANTARA, Tuesday, June 9.
In addition, continued the National Police Chief, Polri personnel who will be assigned to positions outside the institution must go through the approval of the Ministry of State Apparatus and Bureaucratic Reform (PANRB).
"And must follow the open bidding (open selection) or merit system. So, it's not just that the National Police immediately places it, but the process must be passed so that it is not immediately," he said.
"Even if there is no request, the National Police will not send it," added the National Police Chief.
Meanwhile, Deputy Minister of Law Edward Omar Sharif Hiariej said the government respected civil society's criticism of the revision of the Police Law.
He invited the public to submit a test to the Constitutional Court if they felt harmed.
"I think, once a law is passed, then there are people who feel that their constitutional rights are violated, they can be tested in the Constitutional Court, both formally and materially. So, I think, we accept these criticisms with open arms, but there is a channel that is elegant," he said.
The DPR plenary meeting on Tuesday approved the Draft Law on the Third Amendment to Law Number 2 of 2002 concerning the National Police of the Republic of Indonesia (RUU Polri) to be enacted into law.
