JAKARTA - The Corruption Eradication Commission (KPK) has highlighted a number of corruption modes related to the procurement of goods and services. One of them is a procurement plan that is directed and not in accordance with needs.
This was conveyed by KPK Spokesperson Budi Prasetyo when asked about the controversy over the budget for the procurement of shoes for the People's School program which reached Rp. 27 billion or Rp. 700 thousand per pair.
"The PBJ sector still has a relatively high level of vulnerability. Some of the frequently used modes include directed procurement plans that are not in accordance with needs; misuse of the e-purchasing system including the preparation of the Estimated Own Price (HPS); to arranging the winners of procurement tenders which are often in the circle of stakeholders," Budi told reporters through a written statement, Tuesday, May 5.
Budi further said that currently the KPK is also conducting a study related to SR which is a national priority program through the Monitoring Directorate. So, the corruption gap can be closed later.
"This study aims to photograph the potential vulnerability of corruption in the implementation of the program, including in the area of procurement of goods and services (PBJ)," he said.
"In this way, stakeholders can increase vigilance and ensure that every process runs carefully, transparently, and accountable," continued Budi.
According to him, this prevention is important because the KPK's enforcement data for the period 2004-2025 mentions that there are 446 out of a total of 1,782 cases related to procurement. This mode is the second largest after bribes/gratuities with a record of 1,100 cases.
"In addition, the KPK also continues to strengthen monitoring through various prevention instruments, one of which is the Integrity Assessment Survey (SPI)," he said.
"In the last two years, the Kemensos SPI score has shown a dynamic that needs to be a common concern, from 79.16 in 2024 to 75.79 in 2025, or in the "alert" category," he continued.
Meanwhile, the Minister of Social Affairs (Mensos) of the Republic of Indonesia Saifullah Yusuf or Gus Ipul emphasized that his party would report to law enforcement if there were violations in the procurement of goods and services in the People's School program. Not least in the process of procuring school shoes.
"For the budget, the details can be confirmed later, but basically our budget is for all students. All for students. For the price, of course, it will be allocated later. Well, there will be an auction process and so on, it could be cheaper than the existing allocation," said Gus Ipul quoted from his official Instagram.
"The point is that the budget in public schools is all for the needs of students, in addition to operational needs," he added.
He ensured that the implementation of this program would be well-monitored so that there were no violations. According to Gus Ipul, this supervision will not only be carried out by the government, but also by the community.
"His work is supervised not only by official institutions, but also by the wider community. Don't deviate, don't want to be intervened by anyone. I and Mr. Minister of State have committed not to participate in the procurement process," said Gus Ipul.
"Do it according to procedure, according to existing regulations. If there is a violation, I myself will not hesitate to report to law enforcement," he said.
