BGN: SPPG Partners Cannot Release Responsibility from the MBG Kitchen

JAKARTA - The Deputy Head of the National Nutrition Agency (BGN) for Public Communication and Investigation, Nanik Sudaryati Deyang, asked that the Nutrition Fulfillment Service Unit (SPPG) partners not let go of their responsibility for the implementation of the Free Nutritious Meal (MBG) kitchen operations.

"You (SPPG partners) are at home, just telling the maid or whoever to look at the kitchen, you can hang out for Rp6 million a day, that's outrageous," said Nanik as quoted by ANTARA, Monday, February 9.

Nanik emphasized that daily partners must also monitor how the MBG kitchen management system is run, even digging into their pockets to prepare a backup head chef to oversee the entire cooking process.

"The incentive money of Rp. 6 million a day includes the rent for kitchen equipment, so the SPPG partner must prepare everything well and with quality. All equipment used in the MBG kitchen must be in new condition," he said.

He emphasized that partners must also build kitchens in accordance with the technical instructions (juknis) of the BGN because the assessment of the Certificate of Public Hygiene (SLHS) from the health service must be based on this.

In addition, partners are required to recruit volunteers with health test requirements first, then conduct the same test periodically every four months. Partners must also register employees to participate in BPJS Employment.

However, Nanik emphasized that partners were not allowed to interfere, dominate, or drive the SPPG kitchen.

"The food period has been arranged by nutritionists and (partners) have taken over. This is what happened viral, which is now very popular, this is an intervention. Lhasampeanitu, the smart one is a nutritionist, opo sampean? (Who is smart is a nutritionist or you?), so it's not even arranging nutritionists because the cost can be cheap, so it can make a lot of profit," he said.

Nanik also reminded that the temporary closure of the kitchen is not because when a food safety incident occurs, but also if the partner is proven to have misused the budget.

"What we also say is that if the partner's father/mother is not correct in using the Rp. 10 thousand budget, we will audit it. Well, if it's not right, we will audit it," said Nanik.

BGN emphasized that the misuse of the budget was a serious concern because based on the investigations carried out by the team so far, many found games of budget spending on raw materials that were carried out by partners, even proven to be kong-kalikong with the head of the SPPG, even though, this could have an impact on the quality of food that is bad and does not meet the nutritional value.

"Partners are entitled to shop for food for the MBG kitchen, considering that the State Civil Service (ASN) is not allowed to touch the transaction of buying and selling, but all that is spent by the partners must be known to the head of the SPPG. On the other hand, the head of the SPPG must also know the market price and the highest retail price, so that the partners are not played with or lied to," he explained.

Nanik emphasized that he would close MBG's kitchens with partners who were naughty and proven to raise the price of raw materials.

"As soon as I know and find an intervention partner in determining the menu and purchasing quality raw materials number two, I will be in touch with them for a week," said Nanik.
