Member Of The DPR F-PDIP Effendi Simbolon Asks Defense Minister Prabowo To Be Transparent About The Draft Presidential Decree On Alpalhankam

JAKARTA - Member of the House of Representatives Commission I Effendi Simbolon asked Defense Minister Prabowo Subianto to be transparent regarding the draft Presidential Regulation (Perpres) regarding the Fulfillment of Defense and Security Equipment Equipment Needs of the Ministry of Defense and the Indonesian National Army for 2020-2024 (Alpalhankam).

Effendi assessed that the draft Presidential Decree was not transparent because it was not submitted to the DPR first.

"We thought what was really going on, because the draft (Perpres) was so great it seemed to be covered up," said Effendi at the DPR building, Senayan, Jakarta, quoted by Antara, Monday, May 31.

He said this after attending the DPR Commission I Hearing Meeting (RDP) with the Deputy Minister of Defense (Wamenhan), KSAD, KSAU, KSAL and the Head of BAIS.

Effendi explained that the DPR Commission I RDP actually wanted to ask the Ministry of Defense for an explanation regarding the draft Presidential Regulation on Alpalhankam which was designed from 2020-2044, but the procurement and payment were carried out in 2020-2024.

"We want to ask what the architect is like, what kind of design we want to ask. But the Minister of Defense was not present, so it was only an explanation from the Deputy Minister of Defense," he said.

Effendi assessed that the RDP, which was only attended by the Deputy Minister of Defense, could not be used to ask for an explanation from the Ministry of Defense regarding the draft Perpres because the Minister of Defense was not present.

Therefore, according to him, Commission I of the DPR has scheduled a Working Meeting (Raker) on Wednesday (2/6) by inviting the Minister of Defense to explain the draft Perpres.

"The RDP was limited to an explanation from the Deputy Minister of Defense. Later on Wednesday at 10 am at the DPR RI Commission I Working Meeting with the Minister of Defense and the Commander of the TNI, we ask the Minister of Defense to explain in detail. We ask the Minister of Defense to be present so that there is no bias and multiple interpretations regarding the draft Presidential Regulation," continued Effendi.

The PDI-P politician explained that in the RDP, the Deputy Minister of Defense was asked to explain the draft Perpres, but he was said to be unwilling.

Effendi considered that an extraordinary breakthrough step and political will were needed in the context of modernizing the Indonesian Defense and Security Guard so that the Minister of Defense needed to explain so that after it was determined, it would not turn into pros and cons in society.

"This is just the scope of foreign loans, the scope of export credit, not to mention domestic loans, not to mention pure rupiah, not to mention the APBN itself which has been allocated regularly," he said.

Effendi Simbolon hopes that the working meeting with the Minister of Defense and the TNI Commander on Wednesday, June 2 will be conducted openly so that the public can see it through the mass media so as not to raise questions in the public.

In the draft Presidential Regulation (Perpres) concerning the Fulfillment of the Need for Defense and Security Equipment Tools of the Ministry of Defense and the Indonesian National Armed Forces for the year 2020-2024 (Alpalhankam), Article 2 paragraph (1) states that the minister prepares the need planning (Renbut) for Alpalhankam Kemhan and the TNI to 5 (five) Renstra for 2020-2044 which implementation will begin in the 2020-2024 Renstra and require a Multiple Renstra in financing and procurement.

In Article 3 paragraph 1 it is stated that the Renbut Alpalhankam of the Ministry of Defense/TNI as stipulated in Article 2 paragraph 1 amounting to 124.995 million US dollars.

The details of the budget are explained in Article 3 paragraph 2, namely:

a. For the acquisition of Alpalhankam amounting to 79,099,625,314 US dollars

b. For payment of fixed interest for five Strategic Plans amounting to 13,390,000,000 US dollars

c. For contingency funds as well as the maintenance and care of Alpalhankam amounting to 32,505,274,686 US dollars.

Article 3 paragraph 3 explains that from the budget requirement of US$ 124.995 million, US$ 20,747,882,720 has been allocated in the List of Special Medium-Term Foreign Loan Plans for 2020-2024.

Article 3 paragraph 4 explains the difference from Renbut in the amount of US$104,247,117,280 which will be fulfilled in the 2020-2024 Strategic Plan.
