JAKARTA - Deputy Chairman of the Corruption Eradication Commission (KPK) Nurul Ghufron emphasized that he had tried to fight for the fate of his employees who failed the National Insight Test (TWK). This test is a requirement for the transfer of employment status according to the mandate of the KPK Law Number 19 of 2019.

He even mentioned that the State Civil Service Agency (BKN) actually confirmed that 51 of the 75 employees did not pass the test. This is because the agency assesses that the transfer of employment status to State Civil Apparatus (ASN) must be in accordance with applicable laws.

"BKN is firm that the requirements to become an ASN according to Law Number 5 of 2014 concerning ASN must meet the TWK requirements," Ghufron told reporters in his written statement quoted on Sunday, May 30.

He then mentioned that debates also occurred in a meeting held on Tuesday, May 25. Ghufron said, together with KPK Deputy Chairman Alexander Marwata, the two of them had expressed their defense so that all of their subordinates could be appointed as civil servants including those who did not pass TWK.

According to him, during the meeting, Alex explicitly said that there were no employees who understood radicalism. Alex said, as Ghufron imitated, as the head of the anti-corruption commission for two terms, he had never seen any radical employees.

"If KPK employees are critical, they don't immediately follow orders but discuss it first, yes (it's at the KPK, ed). Because that's the staffing culture at the KPK," he stressed, imitating Alex's statement in the closed meeting.

Ghufron also touched on the intention of the question about the attitude of the leadership's order with conscience and religious belief in the matter of TWK at the meeting. According to him, KPK employees who refuse orders from the leadership because of conscience cannot be declared as failures in the TWK.

Moreover, this kind of debate is commonplace. According to him, KPK leaders and employees often provide input in carrying out the task of eradicating corruption in Indonesia.

"In the KPK, this is integrity, so KPK employees must respond to rejecting the leadership's order if it is against conscience or values," said Ghufron.

Furthermore, he also said that Alex had protested the questions asked by the assessors in TWK. In fact, Alex judged that he could also fail if he took a test with such questions.

"Mr. AM (Alexander Marwata) said (in a coordination meeting, ed), 'if I were also assessed like this, maybe I wouldn't pass either,' said Ghufron.

So, at that time, Alex asked all employees without exception to remain ASN and not be fired. In fact, the leadership is willing to be a guarantee and ask that the dozens of employees can be fostered by the KPK themselves.

"According to Mr. AM, if I can guarantee, I will guarantee that there are no radicals and if there are indications of this area, allow us to develop it," said Ghufron.

Even so, BKN did not budge. Thus, this coordination meeting shifted to discussing the TWK indicators as a measuring tool.

"The discussion of the TWK indicator does not discuss the name but the criteria measuring instrument. That is, initially there were 6 criteria for green, 7 for yellow, and 9 for red. criteria," explained Ghufron.

So, after being applied, 24 people can still be appointed as ASN with the condition that they must conduct training on national insight and defend the country.

"24 employees from 75 employees who initially did not meet the requirements (TMS) became eligible (MS). However, they need coaching," he said.

As previously reported, the KPK has held a coordination meeting to discuss the fate of 75 employees who failed the National Insight Test (TWK) and were disabled. In addition to the KPK and the State Civil Service Agency (BKN), this meeting was also attended by the Minister of Law and Human Rights Yasonna Laoly and the MenPANRB Tjahjo Kumolo.

Meanwhile, 24 out of 75 employees may still be trained. However, they can also be fired if they do not pass the national education and national defense training.

The National Insight Test (TWK) was attended by 1,351 KPK employees. Of these, 1,274 people were declared eligible.

Meanwhile, 75 employees, including Novel Baswedan, Chairman of the KPK Employee Forum who is also investigator Yudi Purnomo, Director of Socialization and Anti-Corruption Campaign Giri Suprapdiono, Head of the KPK Task Force Harun Al-Rasyid, and Director of PJKAKI Sujarnarko were declared ineligible (TMS). Next, two other employees did not attend the interview test.
