Transjakarta Subsidies in the DKI 2026 APBD Have Only Been Estimated for 9 Months

JAKARTA - The Head of the DKI Jakarta Transportation Service, Syafrin Liputo, admitted that the DKI Jakarta Provincial Government had not allocated the Transjakarta subsidy budget from the regional income and expenditure budget (APBD) for a full year.

In the determination of the 2026 fiscal year APBD, the public service obligation (PSO) budget was only allocated for January to September.

Syafrin said that the allocation of public transportation subsidies managed by the DKI Provincial Government that had not been covered for one year of this budget period occurred due to the reduction of revenue sharing funds (DBH) from the central government to Jakarta up to Rp. 15 trillion. So, a number of regional budget ceilings also had to be reduced.

However, Syafrin claimed that the DKI Provincial Government did not intend to reduce the quantity and quality of public public transportation services even though the allocated budget had not met the subsidy needs for one year.

The DKI Provincial Government and the DKI DPRD, continued Syafrin, will increase the budget allocation to cover the needs of fulfilling the subsidy for Transjakarta ticket services, MRT Jakarta, to LRT Jakarta in the APBD changes to be discussed in the middle of this year.

"Therefore, for the fourth quarter, we hope that it can be covered from the discussion of the APBD Amendment later. We will continue to subsidize efficiency, of course, but without reducing the services provided and or those that have been received by the community today," explained Syafrin.

Previously, the Special Staff for DKI Jakarta Governor for Development and City Planning, Nirwono Joga, admitted that the Transjakarta subsidy budget had decreased compared to 2025.

It is known that in 2025, the DKI Provincial Government allocated a PSO budget for Transjakarta tickets of Rp. 4.1 trillion. However, in the determination of the 2026 APBD, the DKI Provincial Government and the DKI DPRD cut the allocation for the Transjakarta subsidy to only Rp. 3.7 trillion.

"It means that there will be a decrease (in the Transjakarta subsidy budget) of Rp1.1 trillion," said Nirwono.

Nirwono admitted that this budget reduction was forced by the Provincial Government and the DKI DPRD due to the reduction in transfer budget to the regions (TKD) which includes revenue sharing (DBH) from the central government to the regions.

In Jakarta, the central government cut the budget by Rp15 trillion so that the 2026 APBD, which had been projected to reach Rp95 trillion, had to be reduced to around Rp80 trillion. One of the budget cuts that were affected targeted the transportation sector.

"Well, in 2026, ideally if the Transjakarta service is the same as in 2025, then it needs a budget of around Rp. 4.8 trillion. Meanwhile, due to budget efficiency in the 2026 APBD, it was agreed on a figure of Rp. 3.7 trillion. This is an example of how budget efficiency will also affect public transportation services," said Nirwono.
