DKPP Fired Bawaslu Ternate Member Who Was Proven to Receive Money from a Calon

JAKARTA - The Election Organizer Honorary Council (DKPP) imposed a Permanent Dismissal sanction on the Ternate City Bawaslu Member Asrul Tampilang because he was proven to have received Rp275 million from the candidate for member of the Ternate City DPRD in 2024.

"Imposing a permanent dismissal sanction on Asrul Tampilang as a member of the Ternate City Bawaslu effective from the time this decision is read," said the Chairman of the Assembly, J. Kristiadi, as reported by ANTARA, Tuesday, January 13.

Asrul Tampilang has the status of a defendant in case Number 204-PKE-DKPP/XI/2025. The complainant in the case is the Chairman and Member of the Bawaslu North Maluku Province.

Asrul Tampilang was found guilty of helping win one of the candidates for the Ternate City DPRD legislative (Caleg) in the 2024 Election. In the examination session held in Ternate City on December 3, 2025, it was revealed that the Ternate City DPRD Caleg was named Ponsen Sarfa.

Based on the trial, it was revealed that Asrul Tampilang and Ponsen Sarfa had met several times in December 2023-January 2024.

During this period, Asrul Tampilang was also proven to have asked for money gradually for the operation of winning Ponsen Sarfa.

"Moreover, the meeting was intended to direct and coordinate with the participants of the election and promised the participants of the election to help increase the votes of the Candidate for Member of the Ternate City DPRD in 2024 and asked for a reward in the form of money in stages to Ponsen Sarfa as the Candidate for Member of the Ternate City DPRD in 2024 with a total of Rp. 275,000,000," said Member of the Assembly, I Dewa Kade Raka Sandi.

The DKPP assessed that Asrul Tampilang had violated the provisions of Article 8 letter a and letter j, as well as Article 14 letter b and letter c of the DKPP Regulation Number 2 of 2017 concerning the Code of Ethics and Code of Conduct for Election Organizers.

In addition, Asrul Tampilang is also known to have a family relationship with Ponsen Sarfa. This status was not announced by Asrul Tampilang during the 2024 election phase as stipulated in Article 8 letter k and Article 14 letter a of the DKPP Regulation Number 2 of 2017.

At the same verdict hearing, the DKPP also imposed a final warning sanction on the Head of the Tolikara Regency KPU, Lutius Kogoya, along with four members of the Tolikara Regency KPU, namely: Denius Jikwa, Kities Wenda, Yunius Wonda, and Musa Jikwa.

This sanction was imposed because the five names did not complete the recapitulation in all sub-districts or districts during the 2024 Pilkada in Tolikara Regency.

Litius Kogoya, and his friends proved that the acquisition of votes in the six districts in Tolikara Regency was invalid with the excuse that it had exceeded the deadline.

According to the DKPP, this action has created negative suspicions and is not justified according to law and ethics.

"Imposing a final warning sanction on Teradu I Lutius Kogoya as Chairman and Member of the Tolikara Regency KPU, Teradu II Denius Jikwa, Teradu III Kities Wenda, Teradu IV Yunius Wonda, and Teradu V Musa Jikwa as Members of the Tolikara Regency KPU, effective from the time this decision is read," said Chairman of the Assembly J. Kristiadi when reading the decision.

In this trial, the DKPP as a whole read the verdict for five cases involving twenty election organizers as defendants with the verdict as follows: Warning (9), Last Warning (5), and Permanent Dismissal (1). Meanwhile, three defendants received rehabilitation for their good name because they were not proven to have violated the KEPP.

Meanwhile, in case number 203-PKE-DKPP/XI/2025, the DKPP did not issue a verdict but a decision because the complainant in the case withdrew his complaint before the examination was carried out. This trial was chaired by J. Kristiadi as the Chairman of the Assembly, accompanied by two Assembly Members, namely I Dewa Kade Wiarsa Raka Sandi and Muhammad Tio Aliansyah.
