JAKARTA - The Temporary Waste Disposal Site (TPS) RW 013 Pondok Kelapa Village, Pondok Kopi, East Jakarta, continues to stir controversy. Later it was found that the land that was used as a TPS by residents for decades was owned by three owners, a foundation and two different individuals.

According to the lawyer for the land owner, Hanafi said that the land with an area of about 400 square meters has a valid legal basis.

"This land has a notary deed. The owner exercises his rights by fencing the land," said Hanafi.

He said that the plan to relocate the TPS had actually been discussed at the village and tribe levels of the LH service. Then the replacement location is at the RW 04 TPS.

"We don't know why residents still insist on throwing garbage here, even though this is not their land," he said.

Regarding the demolition of the fence, the land owner plans to report the incident to the police.

"We will report the destruction together in accordance with Article 406 of the Criminal Code and other relevant articles," he said.

He also revealed that the Environment Service (LH) previously intended to buy the land. However, the plan was canceled due to budget constraints.

"We have submitted a bid, but we were told verbally that the budget for the purchase was cut by the central government," he said.

The controversy regarding the TPS occurred since July 2025. At that time, hundreds of residents of RW 13 Pondok Kelapa Village also held a demonstration to reject the closure of the Waste Disposal Site (TPS) which is located on Jalan Marinir Barat, Duren Sawit District, East Jakarta, Saturday, July 12, morning.

In the action, residents spread a banner 2 meters long that read rejection of the closure of the TPS at the location.

"This is a citizen's activity to normalize the function of the tps which has been functioning for 30 years and is used by citizens. So if this is fenced, closed, it will not function normally. It will interfere with the waste disposal process by citizens," said resident of RW 13, Siswo Harsono to reporters at the location.

In addition to rejecting the closure, residents also admitted that they were uneasy because it was difficult to dispose of household waste every day.

The closure of the TPS was carried out unilaterally using a zinc fence since July 1, 2025. In fact, the location of the garbage disposal site has been in place for more than 30 years.
