JAKARTA - President Prabowo Subianto has officially ratified an extradition treaty with the Russian Federation through the issuance of Law Number 19 of 2025.

Reported by ANTARA from the Legal Documentation and Information Network (JDIH) page of the Ministry of State Secretariat, the law was signed by the President on October 29, 2025 in Jakarta.

This regulation is the basis for domestic law for the ratification of bilateral agreements aimed at strengthening law enforcement cooperation between the two countries, particularly in fighting cross-border crime.

The agreement was previously signed by the Government of the Republic of Indonesia and the Government of the Russian Federation on March 31, 2023 in Bali, Indonesia.

This ratification was carried out based on the joint approval between the House of Representatives (DPR) of the Republic of Indonesia and the President of the Republic of Indonesia.

Article 1 of Law Number 19 of 2025 states that the extradition agreement is ratified, with a copy of the original manuscript in Indonesian, Russian, and English attached and becoming an inseparable part of the law.

The issuance of this law is based on the consideration that the Government of the Republic of Indonesia as part of the international community needs to establish international relations and cooperation.

In the general explanation of the Law, it is stated that sophisticated developments in science and technology, especially transportation, communication, and information technology, have caused areas between countries to seem borderless.

This condition opens up greater opportunities for suspects or perpetrators of criminal acts to escape the process of investigation, prosecution, examination, or criminal implementation.

This extradition treaty is expected to strengthen relations and cooperation between the two countries in law enforcement on the basis of mutually beneficial principles.

This agreement also complements previous cooperation, namely the Mutual Legal Aid Agreement in Criminal Problems that have been ratified through Law Number 5 of 2021.

The extradition agreement, which was ratified through Law Number 19 of 2025, regulates several important things in the implementation of extradition, including the obligation to extradite or hand over the perpetrators of criminal acts.

In addition, the regulation also contains extradiscriminate crimes, reasons for refusing extradition, requests, and necessary supporting documents, as well as arranging the surrender of the perpetrators.
