Working Meeting With The DPR Baleg, Deputy Minister Of Education And Culture: Teacher Issues Regulated In Law Make Systems Not Flexible

JAKARTA - Deputy Minister of Basic and Secondary Education (Wamendikdasmen) Atip Latipulhayat said various technical issues related to teachers and lecturers should be regulated in government regulations (PP), not through laws like today.

"According to the National Education System (National Education System) Law, further arrangements for educators in teacher management and lecturers should be regulated in government regulations. But instead, it is regulated by law," said Deputy Minister of Education and Culture Atip.

He conveyed this in a working meeting (raker) with the Legislation Body (Baleg) of the DPR RI at the Parliament Complex, Jakarta, Wednesday, with an agenda for discussing the Draft Law (RUU) for Teachers and Lecturers.

Furthermore, Atip explained that the regulation regarding teachers and lecturers in the law made the system unflexcitable. According to him, the policy changes needed to respond to the development of education in the field are difficult to do because it must go through a long-term revision of the law.

He also considered that this could happen due to a wrong perception that places the Sisdiknas Law as a 'main law', such as an old format, even though the concept is no longer relevant to deal with the various dynamics that exist.

"As a result, there is a misperception of the National Education System Law which is considered as the main law. In fact, the management of teachers and lecturers should be regulated by government regulations," he said.

He also hopes that the revision of the Sisdiknas Law that is being prepared can restore the norm position according to its hierarchy. Basic matters related to the teaching profession, he said, need to be regulated in laws with all technical aspects of management ranging from competence, career development, to recruitment are regulated through PP to make it more dynamic and quickly adapt to needs.

Dengan penataan norm ini, ujarnya melanjutkan, diharapkan kebijakan pendidikan dapat lebih responsif, terutama dalam menjawab tantangan kualitas guru dan dinamis sekolah di seluruh Indonesia.
