Furthermore, Atip explained that the regulation regarding teachers and lecturers in the law made the system unflexcitable. According to him, the policy changes needed to respond to the development of education in the field are difficult to do because it must go through a long-term revision of the law.

He also considered that this could happen due to a wrong perception that places the Sisdiknas Law as a 'main law', such as an old format, even though the concept is no longer relevant to deal with the various dynamics that exist.

"As a result, there is a misperception of the National Education System Law which is considered as the main law. In fact, the management of teachers and lecturers should be regulated by government regulations," he said.

He also hopes that the revision of the Sisdiknas Law that is being prepared can restore the norm position according to its hierarchy. Basic matters related to the teaching profession, he said, need to be regulated in laws with all technical aspects of management ranging from competence, career development, to recruitment are regulated through PP to make it more dynamic and quickly adapt to needs.
