JAKARTA - Deputy Chairman of the Regional Regulation Formation Agency (Bapemperda) of the DKI Jakarta DPRD, Jhonny Simanjuntak, admitted that there are still dozens of draft regional regulations (Raperda) that have not been ratified as regional regulations this year.
So far, the DKI Jakarta DPRD and the DKI Provincial Government have only completed the ratification of two regional regulations (perda) from January to mid-November 2025. In fact, it is targeted that 13 draft regional regulations (Raperda) will be ratified until the end of 2025.
Jhonny admitted that the slow constraint on the discussion of the Raperda was because often members of the DKI DPRD were not disciplined in scheduling draft discussions. Finally, the preparation of the Raperda is often timed.
Not only that, Jhonny revealed that the DKI Provincial Government is also often late in submitting academic papers which are the basis for the preparation of articles in the Raperda.
"One of the problems is the process from two sides, both from the DPRD and the executive. From the executive side, they are often late in submitting proposals, including academic papers. Meanwhile, from the DPRD, our weakness is that we lack time discipline and are not consistent with scheduling," said Jhonny at the DKI Jakarta DPRD building, Monday, November 17.
Therefore, Jhonny admitted that his party had started to conduct work evaluations, especially in the discussion of the regional regulations that had previously been included in the target for this year's ratification.
"We also have to dare to do auto-criticism. Often we are not disciplined with schedules, so that discussions can drag on," said Jhonny.
Currently, the DKI Jakarta DPRD targets 13 Raperda to be ratified as a regional regulation in 2025. The number of local regulations targeted to be completed has also been reduced from the previous 30 Raperdas that were included in the regional regulation formation program (propemperda) at the beginning of the year.
"From yesterday's target of 15 regional regulations, it is possible that only 13. That is the most realistic," he said.
